Buyers blocked for unpaid items bidding 20+ times???

Just happened to look at the list of why buyers were blocked and have 2 different buyers that were apparently blocked but kept bidding and bidding taking up a whole page of results each. what's up with that?

I currently accept returns and usually refund all shipping too. if I change my listings to 30 day free returns, will buyers still be able to select 'item not as described' as a reason code?
