They think I should consider promoting at 19.5% while I pay 13.25% in FVF's and I'll throw in the shipping charges and I'll even pay for the goods too. I'd like to also pay for a store subscription and some fries to go with that. Thanks!

I've learned from my many years selling on eBay (different ID) that eBay wants to take as much $$ as possible from sellers.
I ignore all suggestions or recommendations eBay throws my way.

If your 7.6 isn't competitive then drop it down to 2%. Why waste your money is what they are telling You. If they can't appreciate what your offering, Then give them less.

I've been around eBay long enough to ignore all of their suggestions. I've also visited this forum enough to know that most people loiter here, daily, waiting to give smartazz responses because they have nothing better to do with their lives. I felt the need to give you something to do.

Some ebay offers you have to ignore.
Over on the UK site a while back they were doing some one off promotions for buy it nows. They wanted me to pay £5 to promote my item. My problem with that was my item was on sale for £4.95

Clearly you are not aware of the plaque that hangs in eBay's main C-suite corridor:
"PT Barnum was right."
(Put another way: for every 100 sellers who dismiss that recommendation, there will be at least a half dozen who, unthinkingly, take the advice, because it comes from an "authority figure" that seeks to "create economic opportunity for all". Thinking here of Charles Darwin.)

Look at the number of sponsored listings which are linked to from your listings.
If you want to have effective promotion, you will have to pay the price.
@thelongballis correct. Ebay has told you that 7.6% will not yield adequate results. So why spend that money. You should thank Ebay for being so honest, in this regard.

They want you to pay %40 after shipping and tax, they think we source our items from a dumpster.

Some sellers might do very well using a very very high percentage on some of their listings. Point would,be to get those items at the highest exposure level and THOSE listings may drive other sales in their stores. That;s the way to do it on here. Most would not promote EVERYTHING they have for sale at that high percentage.

And you should also lower your prices to increase sales, and I mean lower them, by like 50% or so.
