I've had a couple of multiple purchases by buyers and when I refund the excess from combined shipping costs that eBay calculated,they keep the charges on those funds. When did this start?

I’d need to see the math / screenshot. Invariably, sellers that think that eBay is charging too much or not refunding g enough are incorrect. When you provide a partial refund, eBay credits some of your selling fees.

I had this problem too! I ended up losing about $5..... I didn't call in because I figured I did something wrong. Thanks for bringing this up. I know exactly what transaction it was, so if it's needed I can prove it.

They keep the 30 cents on partial refunds.

No, I combined the order after the order was placed (say 2 items at $6.50 each) , and I refunded them the cost of the second shipping charge that they were charged (around $4.00) because I combined 2 orders together into one box.... but apparently when I combined them into one shipment, it automatically removed the second shipping charge, so the customer ended up getting a double refund on shipping... Thus they ended up paying $2.50 for the second item that should have been $6.50....

OH and then I realized what I did.... I had printed out a label for the first one, and cancelled it, then combined the order and printed out another label.... I forgot they are no longer doing automatic return of cancelled labels after a couple of days... it now takes nearly a month.... I just noticed a refund on a label... I'll bet that was it. Did you do what I did? If so, you might have to wait a month for a refund on the unused label!

I refunded postage a week or so ago, so I just looked back at my payment activity and my refund was $5.00, then it showed the fee adjustment of 66 cents and $4.34 was deducted from my account.

I made a refund of $5.50 today which is my standard shipping charge
it only cost me $4.84.
ebay has been refunding the FVF credits for a while now
this is how its supposed to work and how its done
its all done right to the exact penny and they dont keep the 30 cents for a refund since they already have it from the initial payment

Yeah, I've noticed that too, not with "combined shipping" per se, but just in general, any bit of "excess" paid for shipping costs, and eBay has begun FALSELY laying claim to those monies, and then alleging that it's your "eBay shipping discount", as if they're doing you some kind of favor. I don't see how that could be legal.
