I've had a couple of multiple purchases by buyers and when I refund the
excess from combined shipping costs that eBay calculated,they keep the
charges on those funds. When did this start?
If the seller used USPS anywhere in the process, file a complaint with
Postal Inspector. If USPS gets enough complaints, maybe they will help
stop this practice by eBay.

ever dealt with you have to prove you didn't receive or photos of damage
and that an insurance claim wasn't filed.
