What are my options? How can I refund the buyer? I do not want to sell at that price.

You're saying that your opening bid of $6,500 on that amplifier was not set by you? Order cancellation, citing 'Out of Stock' will generate a refund... but leave you with a 'ding' on your account and you're still owing FVFs, too. What was your price?

The item was up for 7 days and you never noticed the starting price wasn't what you wanted it to be?

If you had a buy it now price, it was removed when the item got a bid and continues as a regular auction.
If you wanted more, you should have started the auction at a higher price.

When you do auctions you have to sell to the highest bidder. It is not the buyer's fault he was the only bidder. You can cancel but Ebay will still charge you the fee for selling the amp.

Judging from Terapeak sales data you got market price for that amplifier, the last one sold for slightly less and seems to have had the same upgrades as yours.

eBay takes a percentage of last auction bid if you cancel the auction. For you, that would be a lot for not selling anything.

Hey Mike...For what it's worth it looks like you got a winning bid on it. Like my dad used to say "How much money was it making on the garage floor?" No disrespect as I guess you know it's worth. But In this day age where sales are slim and everything is so expensive...a sale is a sale and we need to pay our bills. Just my opinion. 😊

I don't think that the price was actually lowered at all. I think there was a misunderstanding about the Buy It Now price. It's not the same as a reserve price; it's an opportunity for the buyer to end the listing early by paying a higher price. In this case, the buyer chose to bid instead, and take their chances that other people would bid as well.

Also, if that AMP was truly worth $8500 then there is no way it would have ran through 3 times with no bids at $6500.

Just curious: Did you think the BIN price was the same as listing with a Reserve?

eBay did not lower your price. You used a buy it now price in place of a reserve. They are NOT the same. a reserve is a price the item can't sell below. A buy it now price is a price a bidder can pay for an instant purchase, no bidding required. If a bidder chooses it, the auction ends right there and they get the item for that price. However, if no one uses it it runs like any other auction and can sell at the starting price. That is what happened in your case.
You started the bidding at 6500.00 and there was only the one bid so, that is what it sold for.
Refusing to sell after a buyer pays is a very serious rule violation. It can get you suspended from selling for life.

People still list here on eBay and think it's 1999. It's not. Buyers are savvy enough to know if they want something, they can find it on the internet, just about anywhere.
Sellers no longer have the luxury of selling stuff for twice of market price. Whatever something comparable is selling for, that's likely what it is GOING to sell for. You might get a bit more if few are listed or something is a bit better about yours. Not 33% more just because you say so. It sold for the 6500 it was listed for. The seller sets the bid price. If you don't follow through with the sale, eBay will likely suspend your account. They will also charge you the fees they were due to be paid.
