Not sure if this is the issue but you won't be able to list if you have not signed up for Managed Payments.

This isn't a eBay customer support page it is primarily a forum of other users like yourself.
Have you tried a different computer or using the mobile🤢 app🤢?

Actually this is the solution. Thank you!

I have same problem. May I ask how you solved this? Did you contact customer service? How did you sign up for managed payments?

So, this same thing was happening to me. I signed up for Managed Payments thinking that was the problem. Nope. Still was getting the "We looked Everywhere" message. Then I used my mobile app and the listing was accepted. Why is that? Couldn't use my home computer, but the app works????

Sounds crazy, but put a check mark by immediate payment required and see if that works.....it has for others.....

My opinion is that the "We looked everywhere" error message is simply an intermittent problem for users. It is not caused by something the user is doing, it is Ebay being unable to service you at that time. It comes and goes on it's own and can occur when simply logging into the account. When it happens, go do something else for a half-hour and then when you come back it will work.

And even then, you may just get a couple minutes in before it errors out again. It is definitely an Ebay problem and not a user problem. Almost as if they have reached the limit of the traffic they can handle. Perhaps all the additional traffic from all the mobile devices is clogging up the system. I wish Ebay would be a little more transparent and tell the users they aren't doing anything to cause it. And then how about you fix it?
