Fwiw, that's probably eBay on their own sending out those notifications. Seems as soon as anyone searches for an item if they don't buy right away then it's assumed the issue is price, so they'll get spammed with "found lower price" emails.

If you cancel you will get your ebay fees back, For now you lose the .30 Paypal transaction fee only
Starting in May any refunds given via Paypal you will NOT get your fees back per the policy update we just received from them.

@cashmere_and_more That Buyer is cheap so its probably better that you are not going to sell to them. Message them and advise them that in order to cancel their bids on the Auction they will need to message you and ask. Then cancel their bids ... you can add the to your blocked list if you want.

Has the buyer paid? If not, there will be no PayPal fee.

The title of this thread is "buyer wants to cancel after receiving an email with a better price from another seller," so I think it's a fair conclusion that the buyer has already messaged the OP.
It's the transaction the buyer wants cancelled, not their bids.
"That buyer is cheap . . . ?" You're saying, as a consumer, you wouldn't choose a price that is $30 lower on an item? Trying to save $30 makes the buyer "cheap?"

Of course, there is also the possible scenario that there was no offer for a $30 lower price. The bidder/buyer is fishing for a reduced price - price comparison discount or some such thing.

Regardless of Ebay "legality", buyer asks to cancel so just cancel as per buyer request and make sure Ebay correctly cancels without a ding on your "dashboard" as buyer requests to cancel should not cause a ding. Anytime a buyer requests to cancel just do it and move on.
