I have a buyer from the UK interested in an item. I use GSP for all Int'l sales and never receive questions about pricing because it seems to default to GSP. This buyer keeps getting the following message:
ask seller for a postage quote
I don't know why this is happening but on Etsy I received notice of changes starting on July 1st. I haven't seen anything on eBay and not sure where to look. Did a search of this forum but nothing comes up in search. Advice?....

Not sure if this is the problem but it can crop up if you have local pick up included in the shipping options. Go into the listing and if selected; deselect and it might help.

I assume you looked on the shipping board & tried a forum search to no avail?
Is that item eligible for GSP? I don't use the GSP so I'm not overly familiar with it's restrictions.
I haven't seen any announcements about it recently.
What changes were they talking about on Etsy?

Maybe open you listing and make sure the boxes are checked for the GSP. Sometimes things get unchecked for unknown reasons.
There is a flaw in the shipping where if you offer the Global Shipping Program and the eBay Standard International Shipping in you listing, only the GSP will offered to the buyer. You have to uncheck the GSP to get the eBay Standard International to display.

@pikabo-icu on Etsy there are now requirements to select a tariff number, sometimes called tariff codes, which are a series of numbers added to exported packages that let customs know what kind of item is being imported. Starting July 1, you’ll need to add a tariff number when you ship an item to the European Union. As long as you now select the category associated, you can continue to ship Int'l on Etsy. I don't recall seeing anything like this for eBay and wondering if others have....

I wonder if that's related the VAT business.. I know eBay says we don't worry about VAT on our end..
I have seen posts about that.
So I have that link
But I haven't seen anything about the tariffs I'll keep an eye for it.
That surely doesn't help with your current issue though.

I would ask this buyer to put the item(s) in his cart, request GSP shipping, and it should show what those additional shipping charges would be.

Is GSP the only option you have for int'l shipping?
If not, possibly the buyer is choosing one of the other methods in your int'l shipping options?

I think it has to do with the new tax laws in europe or the new vat thingy in the UK.
sellers are reporting that buyers want to know what they can expect to pay.
the taxes and duties for many international customers was never good for buyers but its leaving many foreign buyers on edge now
I saw some examples yesterday with items in the cart and I coud have sworn that it was substantial now.
the examples I saw were $30-40 items with $20 shipping and the VAT did seem substantial
there is no doubt in my mind that certain buyers are having a hard time figuring out taxes ahead of time.
most ebayers know there are glitches where things do not show up like they should.they remain hidden for one reason or another

Thank you for your reply. Yes it is my only option and we've exchanged several messages so far where I pointed out that I only offer GSP. He wants to buy, I want to sell, but system won't give him the shipping price. A bit frustrating....

@1tuna You know, I think you hit it on the head, and what I was suspecting all along. Because I also sell on Etsy and they are so great about communication, hint hint eBay, I was presuming this was all on the buyer's side because of the recent changes. I still wanted to check the forum to hear other's advice.
@inhawaii I will message the buyer again and make some suggestions with parts from the replies on this thread....thank you everyone for your comments. I'll post a final comment once resolved for others to benefit from....
