Why is my description all stacked to the left side of the screen?

It's something on your end. Your item description looks fine from my side. 

P.S. At least your #2 will never hold up if the buyer files an MBG claim or a chargeback. Might want to review the MBG (and maybe read some threads about it on this board). I'm not even sure whether your #1 will fly. Putting "terms" like that in your Item Description does not override eBay's return/refund policy.

When I look at listings, most of them look like that and they have been since Oct or Nov of last year.

Tried different suggestions and nothing seems to fix it.

Try a different browser.  eBay has been working on the page HTML code and is been having "issues" with some browsers.

Chcck the browser you are using is up to date - Firefox used to be great for me, lately Chrome is the only browser that seems happy.

Is it possible that Buyers who use their Phones for eBay can read Descriptions more easily

if they appear on the Left Side of the Screen ? ...I see this all the time with eBay descriptions...

eBay (and other sites) are programming as if everyone and their brother uses Chrome

There may be a Firefox addon that's causing the problem...............but I don't have any problem with firefox.........

I just checked on Firefox, Chrome, Edge and Opera. It looks fine to me, just like pburn posted in her reply.
