Why doesn't eBay require authentication on high-dollar fine jewelry?

Of all categories, it seems like this one would be the most "duh" to require authentication, but as far as I can tell it doesn't.  Am I misunderstanding something?  Would this quarter million dollar sale just prompt a normal shipping label directly to the buyer's address, unlike a few hundred dollar pair of sneakers?

Didn't the two fake items get returned for refunds?  If so, that's probably why the feedback was removed -- the TRS handled the refunds?

I remember years ago I was under the impression that TRS (with free returns) whose buyer returned the item and got a refund would have the neg removed, if that buyer left one, just like you say.  But then I got the impression (here, in this and that thread) that it's not true, that TRS CAN receive a neg and it can STICK, even after a fully-refunded return.  I can't remember who said it, when, what other details ... just that basically even though a buyer is made financially "whole" doesn't mean they didn't have a negative experience, and eBay honors buyers' right to express that in feedback, as long as they don't say any non-permitted things, even if it's a TRS seller.  

I bet if we tagged 10 other Community regulars right now to ask about this, we'd get 10 firm answers, but I would be surprised if they agree 100%.  What I'd love to see is this fact stated clearly in the Help pages, but I just hunted .... and hunted..... and couldn't find it.  

But considering how wildly fraudulent this jewelry seller is, I could easily picture some scenarios where buyers realized their pieces were fake after the return window but before the feedback window, left negatives, and got them removed.  Or just left negatives but didn't return the pieces for some reason.  I just cannot imagine how this seller has zero negatives, not even ones over a year ago.

How do I upload a photo here? While I no longer have either item, I did take extreme close-ups of the Dolce & Gabbana maker's mark for the authenticator (that I still possess).

You know, it's crazy... Now that I am looking, I see all kinds of sellers and listings for expensive, "fine jewelry" that do not require authentication! Here is a listing I noticed today where the seller even has feedback saying "scam" and "fake":

It's so disappointing that Ebay allows this!
