I have a buyer in Puerto Rico who can’t buy from me because I ship US only. Puerto Rico is US. In order to ship to Puerto Rico, I have to open up to the whole Caribbean, which is not US. I don’t mind shipping to Puerto Rico at all. But I don’t want to ship to the whole Caribbean. Why is Puerto Rico lumped in with the entire Caribbean? Hawaii is in the middle of the Pacific but its still US and we ship there like any other state. Anyone? I’d like very much to be able to ship to our fellow Americans in Puerto Rico since I ship to US. But NOT to the entire Caribbean. Thank you. Help appreciated.

Hi, you do not have to ship to all of the Caribbean in order to ship to Puerto Rico. Go to your Shipping Preferences in your account. Under Excluded Shipping Locations, click Edit and then go into your list of Countries, Regions and Continents to ensure that the US Protectorates are not selected as exclusions. Then uncheck the box, if needed, scroll to the bottom of the page and enable the Apply to Current Listings designation. Then click Update.

Like you said, PR is US, so you can exclude all international selling (and shipping) but people in PR, Virgin Islnds, a piece of Phillipines, Guam etc. will still be able to buy from you. It is region 9 from NY for Phil/Guam/Hawaii (obviously a state)
If you use USPS that is; UPS and possibly Fedex charge more for Hawaii, Alaska and all those other places....

When I had that I clicked on "see countries", and was able to take the check mark out of the box for just PR. YMMV

Here is what I had to do.
Mine shows does not ship international, but has restrictions that I can not edit out on one account. I can edit to remove the exclusions. It shows edited, but then reappears. Blue solution is to start new listings from scratch to remove those restrictions.
Clicking on "edit list" will open the page showing those restricted.
Clicking on Central America & Caribbean (show all countries) will open a page to take the check mark out of PR, and U.S. Virgin Islands. I have no check mark to exclude Protectorates, but still can not ship to PR unless I get that check mark out in the other section. You may, or may not be able to "edit in bulk". I can not. When I try it in bulk it shows that I have already done it, but it does not take.

@krys888, in addition to allowing shipment to US Protectorates, you may have to help your buyer to enter their address correctly.
The buyer will need to select Country: USA, and State: Puerto Rico, then enter the rest of their information, in the correct format. Address in PR may have many different formats. The buyer needs to follow the USPS guidelines:
