A sad reality of anything that is a survey/feedback. "Response bias" or "Survey bias" if you really want the reading on it.
There will always be those that CANNOT leave a 10/10, or a 5/5, or in this case... 3/3. Those people at BEST leave a 9/10, 4/5, or... seems like in this case, 2/3 (Neutral).

Passive aggressive buyer?
Buyer on a power trip rating the seller?
Something about the transaction was not great but it wasn't bad either?
Perhaps they were leaving the feedback for another transaction?
Maybe the buyer thought it should have arrived faster? In different packaging?
Didn't you get a great feedback last week for the "best seller ever" on a transaction that was not yours?

(Sorry, I think you are a fine seller but some buyers will never be happy and on the flip side, sometimes there are things beyond your control that the buyer feels obligated to rate you about.)

I recently received a neutral for an item that wasn't delivered yet.
It said "The package arrives in good condition."

Same reason this chump leaves neutrals even when all is well. Finally got his EIS neutral removed after the full 35 days though.

How about "have not used yet"
I actually like neutrals like this, when a buyer checks out your "bad" fb they discover that it is actually not bad.
If you think about it a neutral sounds like "meets expectations" on a job evaluation, they bought the item, they got what they ordered quickly just like they expected

Great question. I just looked.
His last 6 feedbacks were the same, neutral and "thank you".
