My first INR on an EIS purchase and these are the notes I get: I do have
a 'Resolve Issue' button, but if I click it: Once on this page there is
literally nothing else. No Refund button, no Upload Tracking button.

Bug / Steps to replicate:When sending a Refund, and specifically
choosing Shipping Discount, the discount sent incorrectly gets applied
to the item, and even splits the shipping yet again into multiple items.

I don't see this in the known issues list: All my listings with more

I'm reading this as "How do I offer a single customer who already has
items in their cart a discount?" You could also generate a Coupon code.
The customer then just adds that coupon to their cart and checks out as
normal. Marketing Dashboard > Create...
You have 532 items listed. Unless you have at least the 'Basic Store'
subscription, you can only list (I think) 250 for free each month. With
532, you'll be paying the 35 cents on the remainder after the 250.
