That particular mega book seller does not seem to have any of the rules applied to them.
No pics? no problem
Everything listed under cookbooks? No problem ... we will now make cookbooks the new default category for every book seller. And we will tell them that they can't list it in the correct Non-fiction or any other genre because YOU said that Silence of the Lambs is a cookbook and we believe you.
The price is a placeholder listing ... they probably got a free listing promo and decided to just glut the books categories (AGAIN) with their garbage until they actually had something real to list 😞

why would you keep a 'placeholder' for 2 million listings?
and different prices ranging from 10K down to $500 and lower (got bored after 45+ pages)?

They don't have a LOT of books! Look at all their listings and change the search to highest price first. Abusing their listing space.
Their next move is just uploading the entire Library of Congress catalog "just in case" 😞

Why don't they just use the "Out of stock" option instead of making themselves look ridiculous with those prices? Wouldn't adjusting the OOS quantity be easier for them rather than a price adjustment?

First of all, yes... I understand the method behind the madness of this listing practice, but far before THIS extent eBay needs to put their foot down. If it comes to that, there needs to be a stated enforcible number that will be allowed, at which point it will become a DEFECT infraction of listing privilages to overrun your allowance.
Any merchandise category will have the Little Guy hard-pressed to compete profitably with Mr. Big. When I sell books anymore, I offer lots only. Lot of 12 from this author or 15 from that one, or perhaps lot of 28 mixed crime, mystery & detection, etc. I can offer it for an enticing price to the buyer, and it allows me to sell the whole box with media shipping at a price that still puts profit in my pocket.

Yep. And how the heck can they even list without a picture? If I try it I can't - the listing is blocked from uploading with no picture. They must be really speshul

It is just a matter of preference by each seller. Some skyrocket pricing, others close the listing when they go OOS and others use Ebay's OOS option. However, using the Ebay OOS option does NOT save you a penny in fees. Using the OOS function, runs your listings in the background but no one can see them even when they do a search. But while your listing is in limbo, you are still charged for a listing fee every time the OOS listing comes up for renewal.
So for some sellers, they do it with the high pricing so that they can or will remember to update it when more stock arrives. This happens on Amazon all the time too.

WHY? These sellers that chose to increase pricing dramatically on OOS items are not hurting you in any way or even other sellers. From your point of view what is it that leads you to believe these types of listing do to cause harm to the community? You may see something I don't and I too would like to understand.

That is a pretty stiff penality. Why do you think it needs to be taken to this level?
