Don't remember seeing anything about a change in policy, but I noticed in the last couple of days a change to how it works when I accept an offer?
Before if a buyer sent me an offer and I accepted it, it would instantly end the listing and mark it as sold and would be on my "Orders" page. However for the last couple of times when I accepted an offer the item is staying in my "listing" page and is still actively online for sale and apparently stays that way until the buyer accepts my offer of accepting their offer?
That is seriously messed up.
I thought the entire point of allowing buyers to send offers was for ME to have the power to accept or reject them. When a seller accepts an offer it is supposed to be a done deal and the item is considered sold and the buyer has committed to purchasing it. Now I have an item that I accepted the offer on yesterday, still sitting in my for sale listing even though when I click on it, it shows that it I accepted the buyers offer.
What is going on here???

Do you have 'require buyers to put up Payment before bidding/sending offers' in your preferences?
Also note; not every buyer is on the 'put up a payment' so that is why, it hasn't been paid for. Some are, some are not.
The 'old' way was a buyer would send offer, seller would accept and they seller had to wait for payment. The 'newer' way is 'some' buyers have to put up payment, therefore item would be 'sold' and 'paid for'.

My preferences are set at requiring buyers to have a payment method before being allowed to bid or make an offer. I've always had them set as such.
I just sold an antique smoking pipe today that I accepted an offer on a couple of hours ago and it sat in my active listings until the buyer paid for it just a few minutes ago. Only after the buyer paid for it did it go into my Orders list.
Something somewhere has changed.

Right, it's been that way for a little while now.
Until the item is paid for, it stays active, so anyone can still buy it.

I'm confused.... then what is the point of even having the offer option? Is the buyer no longer required to purchase the item? Before it would be a strike against their account if I accepted their offer and they didn't pay for it, now I accept their offer and they can just walk away???

Before, when an offer was accepted, it took the listing down and if the buyer didn't pay, had to relist it.
Now the listing stays active, and if the member that accepted the offer is slow on paying another member can still buy it.
If you get another offer, you can accept it and the first one that pays, owns the item.
If an offer is accepted and they don't pay, you can still cancel the order for nonpayment and give the buyer a strike.
This way, if the buyer really wants the item, they need to pay quicker or take a chance on loosing the item.

Perhaps double check that your preferences are still set up to require buyers to set up a payment method first.

No, it's not dead, but I don't think all buyers have been included yet?
I don't do auctions or best offer either.
BIN with IPR is the only way to go.
I think if a counter offer is made, I think it messes up the instant payment also, but not positive.

It would have been nice of Ebay to inform everyone of this change (and if they did, my apologies - please point me to where it was explained by them.)
It is nice that it stays active for someone else to buy it - however, it is a way for a buyer to avoid a non-payment strike (which is not so nice.)

I had the same settings in place for a very long time as well.
A couple of months ago I had an exchange here with another buyer/seller that convinced me to drop that requirement.
My sales jumped noticeably. I was surprised.

Where does eBay store Release Notes detailing changes that are made? This would be extremely helpful to allow us Sellers to know of all system changes getting implemented.

As a seller, you can continue to send offers to your interested buyers just as you do today. With this change, buyers will need to complete payment to accept your offer. Until then, the item will remain available for other potential buyers to purchase or make offers. This ensures your inventory remains available for customers and avoids an unpaid transaction.
What is changing when a buyer receives an offer from a seller?
If a potential buyer is interested in accepting your offer on an item, they’ll be prompted to complete their purchase at checkout. Upon successful payment, the item becomes theirs. Until then, other buyers are still able to purchase the item.
