I set up a rate table, but I'm having trouble using it in the draft of my listing.
For the "cost type", I put flat rate, because otherwise the option to use a rate table doesn't show up.
I selected the rate table I want.
I put USPS ground advantage as the shipping service.
But then there's a box that appears for putting in the flat rate the buyer pays for it.
But that should be a lookup in the rate table.
So how to do this?

If you want EBAY to calculate "actual shipping costs" (you don't need to do a "rate table). Just select "calculated shipping" and put correct "weights & measurements and USPS Ground Advantage in your listing. EBAY will automatically calculate shipping for different states.

I would just play around with setting the size and weight of one package such that it covers your multiple box shipment. I have done this many times, usually if the item is over 50 pounds it is lower cost to ship in 2 boxes anyway if possible.

I mean, reading your description of how you are trying to apply the rate table, it sounds correct. For reference, here is eBay's steps (just in case I'm misunderstanding, since I don't personally use rate tables):

I would say you might find it easier to use Business Policies, in terms of the ease of setting up future listings with the same settings.

Now that I have a rate table set up, I should be able to use it in a listing. How to do that? Has anyone on this forum used a rate table?
I've looked at Ebay's help on that, and it's confusing.
It doesn't seem to be working when I try to specify the rate table in the draft of the listing.

There isn't anything about "Edit all options" when I'm in the draft.
So am I not using the "advanced listing tool"?
I don't see what one does differently to access that, if I'm not.

That's a possibility.
Look in the top right corner when you're creating a listing and see if there's an option to switch to the Advanced Listing Tool or the Business Listing Tool.

I finally found out how to use the rate table I made.
It turns out, the flat rate the system makes one specify is used as a default when the rate table doesn't give the rate.
I revised my listing to use the shipping rate table, and it works fine. And it's easier than trying to approximate what shipping would cost in multiple boxes, with shipping for a single package.
Ebay really should document rate tables better. Nowhere in all the posts and online help and videos I looked at, was there anything about this.
