When selling something that's "no returns", but the buyer is doing a local pickup, can one set up a policy that the buyer can cancel the order if they decide they don't want it at the local pickup?

I sold an item for local pickup, the buyer gave me the 6-digit numeric code.Where would I enter it on Ebay's website? All I see is an option to mark it as having been picked up. But that option doesn't ask for the pickup code.

You will however lose the PP fees.My Paypal account was debited for the same amount that it was credited. It would be very unfair to charge Paypal fees for a transaction that was reversed.
