Is there anyone on here that has ever encountered this nonsense, and who had the right balance of sound reasoning and savvy to have the defect removed?
If so, what eBay department was contacted and how did you accomplish the removal? I recall being able to have it removed once a long time ago, but in more recent years, contacted eBay twice about two more of these defects and BOTH times I was speaking to the same exact CSR (months apart) and she refused to remove the defect in either case.
Any help much appreciated..thanks.

The metric "Late shipment rate" requires either an on time delivery scan OR the buyer to confirm the package was on time when they leave feedback. This is the metric where it doesn't matter if the first scan is within the handling time or not.
You have it backwards.
For Tracking uploaded on time means the tracking has to be uploaded within the handling time---then the scan can be any time along the way to validate it.
For late shipping rate it is best to get the initial scan within the handling time.

Maybe I'm wrong, but I always thought the "validated" in tracking uploaded on time and validated meant a carrier scan within your handling time. That's how I remember seeing the metric reflected on my dashboard if a scan was missed- I don't have any current misses on my shipping metrics to check.
I can't find this in the policy pages- @Anonymous can you please clarify?

Hi @coffeebean832, happy to elaborate on the differences between these two metrics. The late shipment rate does not require sellers to provide tracking information to meet the requirement. Sellers who don't upload tracking to verify an item was shipped within the seller's stated handling time or delivered by the estimated delivery date will only receive a late shipment defect if the buyer indicates they did not receive the item by the estimated delivery date. The 95% tracking uploaded requirement does not require a carrier scan within the seller's stated handling time. It only requires a carrier scan at some point during the shipment.
Late Shipment rate/On-time shipping metric
The eBay Top Rated Seller Program requires that 97% of your shipments be shipped/arrive on time to the buyer. Late Shipment rate compliance requires either A) an acceptance scan during the seller's handling time, B) a delivery scan on/before the estimated delivery date or C) the buyer to mark the item as having arrived on time. Only one of these three needs to be true for the shipment to comply with this metric.
Late Shipments are only recorded in two instances:
To be clear, if either of these are not applicable then no late shipment would be recorded. If tracking shows the item was delivered late, but the acceptance scan was within your stated handling time you would be covered. If tracking shows the item was delivered late, but the buyer confirms on time delivery, you are covered. If the buyer says the item was delivered late but there is an acceptance scan within your stated handling time, you are covered. If the buyer states the item was delivered late, but there is delivery confirmation on/before the estimated delivery date, you are covered.
Tracking uploaded on time and validated by a carrier
The eBay Top Rated Seller program requires that 95% of your items or more have valid tracking uploaded within your stated handling time. Uploaded on time means the seller uploaded the tracking number within their stated handling time, and validated means it was scanned at any point. We understand that some carriers delay scanning packages or miss the initial acceptance scan, and for this reason we consider tracking to be valid as long as it was scanned at some point along the way. If the seller uploads tracking information, but no scan is ever recorded for that shipment, then we would mark it as having no carrier scan.
Let me know if there are any other questions!

It's easy to get those two metrics mixed up.

Something to be aware of-if you read the shipsurance fine print it says any item that doesn't have an acceptance scan is considered not to have been shipped and your insurance is invalidated. The last thing you can control is the scanning. You have to stand in line and WATCH your parcels being scanned in. A receipt is great-I usually don't bother with it because I watch them go into the system myself.
