When is Ebay going to require credit card information from buyers so that when they win the bid, they PAY for the item? Instead of leaving it to sellers to try to collect payment. There is no recourse for the seller, and no punishment for a buyer who never pays.

There IS punishment to the buyer when they don't pay.
If you want to 'require' people to pay, list everything 'Buy It Now' with 'Immediate Payment Required'.

Only sellers are held responsible for anything on this platform.

Get off the auction kick - its passe. People want it now and no sit around playing "should I bid more or not" There a are some that like to play games but bidders can play for the fun of it and then not pay.. Hard to do an immediate payment on auctions - too many time zones come into play especially in European and Asian countries., Hawaii Guam and other US Protectorates
With fixed price listings - this comes into play if you select the Immediate Payment Required (aka APR)option in you r listing - here is the skinny on t that IPR.
I switched to IPR when it first came out a while ago lots a ye - maybe 8 years - a SWAG on my part -.and had one non payer until I stop selling in Oct 2021. Your call.

Last I heard they were making it so if a buyer purchases something using BIN they need to make payment immediately with their information on file.
That will be a good change, believe it was in the last seller update.
I miss auctions - always high risk/high reward (or low reward) but today just isn't that time for internet sales anymore for auctions - collectibles & crypto miners might be the exclusion but even then honestly those are better sold at BIN fixed price unless it's a "hot" item and you think you can do better.

Avoid auction style listings with best offers and list all your items at a fixed buy it now price with immediate payment required checked off. Sport and non paying bidders steer clear of these listings as they must pay instantly.

This is incorrect. The change did not address fixed-price listings with BIN option. The change announced in the seller update was for purchases made using the BEST OFFER option.

There has been a option to require immediate payment on BIN listings for several years.
There is a beta program being tested with a small number of buyers that have them input payment information so that if their "best offer" is accepted by a seller that will immediately pay for the item - it's hard to know how soon that may be implemented across the platform and I'd be surprised if it was required of a buyer anytime soon.
I'd love to see a program that requires a buyer to input the payment method that would be charged at the end of an auction so that sellers are not left hanging for days hoping that the winning bidder does not back out.

I don't know how long it's been going on, or which buyers are affected (to date), but I sure do like this feature. For example, I recently accepted an offer rather quickly (which I might have 'slow-walked' earlier) and was rewarded with instant payment.
I still don't know if mine was a user who had to input before offering, but I was happy to 'stress-test' it. 🙌

We’re continuing work we started in 2021 to reduce unpaid items on eBay, which we know has been a long-standing challenge for many of you.
In October 2021, we piloted a new process for collecting payment from a buyer automatically following acceptance of their offer. To do this we asked the buyer for payment and shipping details in the Best Offer flows. In the coming weeks, we plan to expand our coverage and include more buyers, which should further reduce unpaid items from buyer offers.
By mid-year we will also start collecting payment details in other Best Offer scenarios, including counteroffers and Offers to buyers. These changes will be applied automatically for buyers, so you don't need to update or make changes to your listings.
We’re listening to our seller community, and we're on a journey to make things better for you. Managing payments for our users places eBay in a better position to collect payment for buyer commitments.

after 2 days I just started relisting it as in sell similar. Then who ever buys it first wins. mostly after 2 days the buyer does not pay and it gives me a head start. I mean 4 days that is CRAZY

So I bid on Tuesday for an auction ending Friday;
I get on with my life and decide to go off for the weekend and don't see 'ebay' again until Monday.
4 Days is a good and fair amount and therefore NOT a 'crazy' amount of time. Anything less would not be fair.
