The Global Shipping Program lost a package.

I sold a resident evil long box game to a customer in Mexico. The buyer used the Global Shipping Program for international shipping. The package was delivered to a person at the Global Shipping Program. (USPS tracking number: 9549011839022241370596)

The GSP tracking number: UPAAG000000032152231  (Days in transit 28 days. Not delivered yet!)

I lost the case and have to refund the buyer $149.99. I sent an appeal for this case. Do I have a chance to win?

yes..............appeal and show the tracking number TO GSP and state that it was delivered to GSP...........  if they decide against you,   come back here and tell us.  I imagine they have to show that the buyer wins in order to satisfy the guarantee to them, refund from you, then ebay will refund you from their funds........

How on earth did you lose? I hope you didn't upload the GSP tracking number to the claim instead of the USPS tracking number showing delivery to the GSP center in KY.

I was very friendly with the buyer during the case. I showed both tracking numbers. Ebay knows the package was delivered to the global shipping program in kentucy.  And they still made me refund the buyer. If I don't win the appeal, I will not offer international shipping again!

 Are you sure you used the Global Shipping Program and NOT the Ebay International Standard Delivery program.  They are different, but both will ship to the same address in Ky. 

The latter program does not have protection for item not received claims, but does have $100 insurance.

If you are sure it was the GSP, you need to alert eBay that this was a GSP transaction, so that appropriate action can be taken as @slippinjimmy suggested to you. 

If your claim was a PAYMENT DISPUTE (aka chargeback) the protections afforded to sellers using the GSP are void.  Those protections only apply to eBay claims.

Not your problem.

Sympathize with the customer and tell them to open an Not Received dispute noting that this was shipped through the GSP.

Once the GSP accepts a package, the seller is no longer responsible for delivery.

Even better, from the buyer's perspective, is that the GSP has excellent insurance and will refund promptly. If the parcel shows up later, they don't want it back so the buyer can keep it, donate it, sell it.

The buyer has already opened a case and apparently won.

Only two possibilities here (since the OP/Seller does use GSP on their listings)

 

1 - Posted the wrong tracking number to the case (the GSP one, UPAAG)

2 - Missed the part of the notice that says that the buyer has been refunded by eBay out of eBay's pocket and not from the seller.

Noted that you uploaded USPS tracking number: 9549011839022241370596 and track& trace shows that item was delivered to GSP.

GSP tracking number: UPAAG000000032152231  (Days in transit 28 days) noted and I assume details on your eBay order/ GSP tracking shows date that order was processed/ customs documents prepared and item sent overseas.

I assume buyer opened an Item not received case and you received notification that case was found in buyer's favour as tracking does NOT show that item was delivered.

In my experience you simply appeal the outcome and in comments state that shipment was via GSP and date that item was received and processed bu GSP and eBay/ GSP will cover you for 100% of the item value/ amount that your buyer paid minus the fees. 

Only way that GSP/ eBay could deny your appeal is if item was lost in transit between you and GSP and in your OP you have stated that package was deliverd/ received by a person at GSP.

3rd possibility is what @ittybitnot suggested, perhaps OP is confusing GSP with eBay's Int'l Standard delivery.  We see that on here a lot.   

If OP is certain they used GSP & NOT Int'l Std, they def need to appeal & contact US Customer Svc via Social Media, since you are only required to get it to Erlanger, KY & they should not have lost. 

If they used Ebay Int'l Standard, I'm not sure how that works.

eBay is still responsible for up to $100 and the shipping fees is part of the $100.

I will not use the eBay Standard International if value of item is over $100.  I will use another shipping service that allows me to purchase additional insurance.

Thank you.  I knew it looked like a GSP tracking #, but I have no idea if the Intl Std tracking #'s are the same or not.
