I received an offer from a seller and it said
Review offer You received an offer Other buyers may have received this offer. The first to accept, gets the deal.
How does a seller reach out to a buyer and make an offer? I always thought it was the buyer that had to imitate with the "make offer" option but I did not do that. I just received the offer.

eBay allows sellers to send offers to buyers if they have the item on their watch list or if they have recently looked at the listing. The seller doesn't know who they are sending the offer to, they just know that they can send an offer. I believe that they once they have sent you an offer for that item, they can't send one the next time they send offers.

A lot is automated now. I get TOLD by eBay to make an offer to buyers who have put one of my items on their Watch List. I haven't found that it's very effective however. I think the buyers are spooked... like you were!

Where is that option to make an offer for those who put on their watch list?
The thing is I never put the item on my watch list either..You see the attached pic? It says add to watchlist in the background. I guess it's because I recently looked at their listing? Anyhow, as a seller, where is the option for that as I am curious to add it on to my future listings

go to your active listings list...the items that are eligible to send offers with have a a "send offer" box in blue...I just sent three offers--a good result would be if one buys (most times, it seems buyers don't even decline)...hope this helps

In my "sellers hub" it shows how many listings can have "orders" sent in the Tasks section.
Have used it (offers), but I don't use it anymore. Really, if you think about it there is no point in doing it.
What "send offer" does is to send the offer to a limited number or buyers. Well supposedly buyers. Sometimes the watchers are just other sellers keeping an eye on the market.
If I want to take less for an item I can just lower the price. Lets anyone/everyone see that price rather than just a select few. Also, my IPR option stays intact when lowering the price rather than using the "send offer" which nullifies the IPR.

I just click on the "active" listings and it shows a link on top for those listings where you, the seller, can make an offer. I send offers on Friday in the hopes they pay over the weekend as offers are not like BIN prices where you can require immediate payment. I don't send offers to listings where it shows no watchers as that goes to someone who looked at your item and then moved on. And overall I don't get that many takes but I get enough to keep doing it on some items.
And for some critics, I don't just lower the price because just as often as I get someone to buy an item with an offer price I get someone else who pays full prices for the item while the offer is pending.

When i get an offer from a seller and someone else takes it i see it as they stole the item from me the offer should be only sent to me not anyone else as i have had offers stolen from me.
