How does eBay allow people to list fuel cartridge's - like Thermacell and Conair on their site?

I have a large lot of vintage matchbooks that I would like to list. They are all filled with unstruck matches. I see that these are sold on ebay all the time. Are these in any way hazardous to mail through USPS?
