I sold a printer. The subject stated does not work for parts only, the condition was listed as for parts or not working. The description stated it did not work that it had a paper jam error I couldn’t fix.
I’m not sure how much more clear I needed to be. I sold it over a month a go to someone in Canada. Now they want a refund. I got a message this morning saying “I thought this printer is working. Could I get money back?”
Is EBay going to force me to refund this person if he submits an item not as described? I’m trying to think how I should respond to this person.
Any ideas or suggestions?

Recently I have also experienced the same selling experience. Two guys did the same with me and eBay supported them. It is my hunch that they are same but from different IDs. They took away working components from my device and returned back me the unit.
I did not know about INAD thing. We can block the buyer also
Can you please guide me. How to file an INAD?

eBay is not going to adjudicate a he said/he said on an INAD. How would they? INAD is a catch-22 it can be used to return just about anything, at anytime (within limits), for any reason.
It doesn't matter what you put in your listing or what category its in.
eBay should get rid of INAD as a return reason since its basically an invitation to abuse and clearly misunderstood by buyers and sellers.
They should simplify to I accept returns and I pay shipping; I accept returns and buyer pays shipping. And, no refunds should be processed until the item is actually returned unless the seller doesn't want the item back. There could be a couple of caveats for partial refunds--such as clothes were tags have been removed. This are pretty standard terms across commerce.

Last year, I listed a DVD with a header that clearly stated Region 2. In addition, I typed in the condition area that the DVD required a region free player. The buyer requested a return as INAD, stating he did not know what region meant. I rejected the request and explained in my appeal that I could not have been any clearer in my description; my appealed was denied by e-Bay. As grating as it is for me, I now accept the seller rarely wins and it is best to either leave e-Bay or to roll with the situation.

I had a for parts, unverified if it works garage door remote. The ones where you have to pair with your unit. they both lighted up, but I couldn't verify functionality since I no longer have that type of garage door. Each individual unit sells for $20, and I was asking $12 with shipping included. A local buyer offered $10 and he will do pick up. I responded if he was aware items couldn't be verified if they work, he said yes, and we agree with the sale.
Met up with buyer, exchange $ for remotes and off we went. Next day I get message from him saying that one unit didn't work, and as per eBay MBG he is entitle to refund. I responded that I will refund him the $10 but he had to give me both units back. That was the end of it.
Some "for parts" unverified if it works are just that, and can be reused/recycled or put back to service. Others, not so much. It all depends. This is eBay, one mans trash is another's treasure.

I thought about that but a few years ago I had that happen. Item came back missing parts and all Ebay said to me was report him to the cops, LOL right! Like they would do anything.

I did message the buyer and pointed out how it was listed and being sold as not working. He never replied back and I have been just sitting back to see what happens. He has no feedback and new but he sure knew how to open a return. If he pursues it I know they will allow him to send it back and I'll take a ding but at this point I don't care. I loose either way. Plus I can't even find a button to escalate the claim to get Ebay involved. I've just been calling them
talking to a well trained rep on how to avoid the issue and push taking a return.

I hear you but is that really a sellers fault that someone doesn't read your description and buys things by looks?
I go through that also, being asked questions that the answers are right in my description.

An INAD is what the buyer files, not the seller.

If he's opened a return and you do not respond, eBay will not require him to return anything; they will simply refund him in full and come after you for the money. Best to at least make him work for his refund by issuing a return label to send the item back before he can get a refund. If he does not use the label, you are not charged for it.

UPDATE:
So here is what happened.
The time was coming for me to respond to the return and I got the chance to escalate the
claim to hopefully have a rep with some common sense review it and see it my way. It didn't take long to have them close it in the buyers favor and tell him to return it. One person here suggested for me to go on Facebook, Ebay for business page and post my problem. They said I may have better luck there. I did and not knowing how it all worked I posted my issue. Didn't wait to see if anyone replied till today. A rep wanted some info about it and looked into it. Pretty much telling me the same things I was told before, I would have to take it back. I asked them to look at the transcript of a chat I had online with the rep to see what they told me. He noted how the rep did say to escalate it and I should have a good chance getting this in my favor. He said they were wrong in saying that. So what he did was, he sent the buyer a refund (on Ebay) and the buyer keeps the item. Then he would release my payment for the item like the sale was normal with no actions towards my account. This was great and I would recommend anyone with issues try there first. Big thing is, this whole "not working or defective" reason gives anyone the power to return anything as he told me, no questions asked so you'll never win. They take a stance of we don't know what the buyer is thinking or what the problem is with a item. They can't see it. I still can't get past that you say an item is not working and the buyer says it's not working then what is to know? Buyer just confirmed the item was just as described. How do you question any of this, they admitted it. I thought the whole premise was to deliver what you describe in an Ebay listing, guess it isn't. Something needs to change.
