Why would you close your account? If you didnt receive your item, file an item not received case, if the item was not as described, file an item not as described case, use the Resolution Center, below. You have thirty days after  estimated delivery on Ebay, and six months to file on Paypal.

Sellers should always respond to your emails.  I'm very sorry you are having this experience.  However if a seller isn't responding to your email I'm not sure how that equals them trying to con you.  It could be they are having trouble understanding your email, but then they should respond to you needing clarification.

Certainly you can close your account.  I'm not sure what that gains you, but it is something you certainly can do.  When you do that however you cut off your ability to file a claim for item not received if your items don't get delivered by the ETA date on your purchase.

Have you checked your purchases to view the tracking on the packages?  Do you know where to find that information?  You should be able to tell if the items have shipped.

Hi. No, if you close your eBay account you may not be able to get a refund. You would need to go to the Resolution Center and select the prompt that fits your grievance with the seller. You can also call eBay to discuss your concerns.  They can walk you through the steps necessary to open a return request, or an Item Not Received claim.

What exactly has your seller done to cause you concern? While this forum is not a Customer Service outlet, there are folks here who might be able to assist you.

How are you attempting to receive a refund from your sellers?  Are you emailing them and leaving feedback in hopes of getting a refund?

Five out of the last ten feedbacks left by OP are negative. Makes you wonder.

The eBay Money Back Guarantee (MBG) covers all items purchased on eBay with very few exceptions (vehicles, industrial equipment and real estate).

Buyers are protected when:

They do not receive an item within the Estimated Delivery timeframe.

They receive something Not as Described in the listing

The MBG is valid for 30 days past Delivery Date (for items received) or Last Estimated Delivery Date (for Items not received)

The link is on every listing ... have you read it?
