Item number 312861489758 is illegal to sell as a cb radio amplifier and is not approved for Ham Radio use either. This is against Ebay rules. I tried to report it using the report item link and it keeps coming up as a item that has ended and it is not. Why? How do I report this item?

Report it to the FTC - they have a website with an 800 number and some very nice people who know what they are doing on the other end.
And, maybe to the FCC, as well.

The listing is correct, it is a Ham Bands linear that uses sweep TV tubes like all CB linears, it is for 40, 20, 15, and 10 meters, not a CB band linear (11 meters). Item is for collectors, vintage ham radio, etc. If this listing is illegal, ALL U.S. vintage radio listings are illegal.
The problem is not the listing itself, the problem is the listing has the same problem that eBay has: expensive, most likely it will not be sold at that price.
For used items, since the BIN era, everything is priced at end-auction price, what is expensive does not attract attention, consequently people do not look/follow the window of this "shop". For new items, eBay suffer a huge competition and no infrastructure, on ebay everything is appearance. That's are the reasons of ebay's decadence.

Many items may be illegal to use but not illegal to own. Depends on what you do with it and where.
