My account was permanently restricted from selling. Every item listed was allowed by Ebay. The restriction was triggered by keywords in a disclaimer in the listing description body that the BOTS responded to. No one who answers the phone in 'Customer Service' can help. Despite numerous requests I cannot get transferred to or a call back from a supervisor. Any suggestions?

Some people have suggested contacting eBay staff at Facebook, saying that best customer service personnel respond there.

Call in customer support is abysmal these days and pretty much useless. As fin-william suggested contacting them through Facebook is probably the best option. These people appear to know what they are doing and have the authority to actually change things or at least better explain them. Based on your sold listings I am guessing your account was restricted for violating the prohibited items policy
https://www.ebay.com/help/policies/prohibited-restricted-items/prohibited-restricted-items?id=4207
Specifically this section.
The following items can't be listed for sale on eBay:
Activity that doesn't follow eBay policy could result in a range of actions including for example: administratively ending or canceling listings, hiding or demoting all listings from search results, lowering seller rating, buying or selling restrictions, and account suspension. All fees paid or payable in relation to listings or accounts on which we take any action will not be refunded or otherwise credited to your account.

"My account was permanently restricted from selling."
What exactly did the email say? Can you post it? Nobody can help with this vital information.

All items were collectible police shoulder patches which specifically are allowed on eBay.
(I actually have a message from them that Police Shoulder Patches are allowed, there are over 150K patches currently listed and eBay has categories for them. They are not prohibited...)
The problem that was that I put a disclaimer in the description that this was NOT a badge, badge patch or uniform (which are prohibited items) and the BOTS picked up on these words and shut me down.

It was for supposedly listing restricted items.

(Last reply was sent from my other account which is also seller restricted because of this account)

eBay is not going to tell you exactly what you did wrong because then you could figure a work around.
Shoulder patches are allowed except those that resemble a badge. I saw at least three in your recent sold list that resembled a badge.

This happened to me as well. I had to provide crazy amounts of information to get my account back. I received no help from anyone in customer service. It's basically all automated now. I never found out or was told why my account was restricted either. I had to provide piles of receipts for every I sold (luckily I had them for tax purposes). I can't say enough how bad phone support is. The social media team are at least able to be understood, but they have no real ability to help either. Hope it works out for you.

There are youtube videos on the subject. Good luck!

These are not automated and are covered by employees of eBay, not subcontractors.
They respond in a Chat (written) which gives you a transcript you can refer to in case what you were told is not what you heard.
The restriction was triggered by keywords in a disclaimer in the listing description body that the BOTS responded to.
So you know the reason for the restriction.
That's a start.

This would have been a great bit of information to put in your initial post.
After reading this board and selling for 20 years, I've learned that one of the worst things you can do in an eBay listing is to describe an item by stating what it is NOT.
Other than that, I have no advice to offer.

Thanks to all for your suggestions and the helpful responses. No resolution yet, of course, but I will continue to try to fix this. As always, any further positive ideas would be welcome.
