I am providing this information to go on record detailing the gross neglect by eBay regarding my account, which I have had for over 20 years, thousands of transactions with 100% feedback.
Three months ago, July 2023, my account was restricted by eBay. No one could give me a reason why, only that it was under review. I requested that it be reinstated, only to be told I need proof of who I was. I provided the requested proof of identity and proof of address, which has not changed for 20 years. I have made over 9 phone calls to eBay to inquire why my account was restricted, No one could give me an answer nor could they refer me to who could. I want everyone who reads this to understand that eBay is not interested in our experience with them, only the fees they charge. We, the members, are who made them and now they throw you under the bus.
I have again been on the phone with a customer service rep who has authority to correct this issue, only to be passed off again to another rep who can not connect me to someone who can resolve this issue. Terrible service on the part of eBay......They have what is legally known as consumer liability. Take advantage of it and dont be smoozed by their irresponsible handling of members concerns.

That typically means there is something that isn't completely correct within the paperwork you supplied.
Review this link closely and see if you 100% complied with the info required. No exceptions, not even the smallest of differences. For example: the use of a middle initial on your bank account and not on your Ebay account can be enough to cause the problem you are currently having. Use of a PO box as your address can cause issues. And other little things can cause issues for you.
Please review the below link carefully. It contains very important information as to how Ebay needs to see the information you provide them on your account. It is likely easier to change your Ebay account to match your bank account if you find there to be a difference.

If you can find the email Ebay sent you 3 months ago notifying you of the restriction, would you please copy it into a post here. Make sure you black out any personal information. It may help us to help you.

When was the last time you sold something? Was there any kind of a issue with it? Sometimes eBay will start their verification process all over if you have not sold anything for a while. I am not sure how much they verify to allow you to purchase items. Are you allowed to purchase items?
Based on your Feedback there are not many for sales. This does not necessarily mean that you have not had many.

I don't think this is the OP's selling account. It would help if we saw the OP's selling account's activity. Usually what is sold and the feedback gives you clues. Usually expensive new items.

@wb1947 It looks like you haven't bought anything in 6 months and haven't sold anything in over a year and as such, you're considered to be a new seller and have to verify your identity. Had you tried to list item(s) for sale in July?

I can not purchase or sell …… I have been restricted from all activity, they have failed to give me a reason other than they do periodic checks on accounts. Been with them 25 years and have never heard of this happening to anyone else.

Sounds like the standard verification process they have to legally abide by.
On both eBay and Amazon, I have had to do Drivers License, front and back, bank statement and address verification. Amazon actually sent a postcard with a code to enter into my seller account to verify address. All in the past year or so.
Perhaps there was more I had to do.

That is the reason "periodic checks". During their check the see that they did not have all of the information they now require so they are asking for it so they can update their records.

Thank you for supplying that information, it really helps. How long has it been since you sold something on Ebay?
Did you follow the instructions they gave you in the email and provide them with the information requested? If not, why? Do you have a concern or a question about what they asked for? They aren't going to reinstate your account until you comply with what they have asked for.
I know it can be frustrating but Ebay now has different laws and regulations they have to comply with now that they are the money processor too. There is no getting around giving them the info requested if you want to sell on this site.
But do share any questions or concerns you have so we can help you through this process and get you rolling again with your account.

I have run into the same thing.
24 years on ebay with a 100% rating as both a buyer and a seller. I am a consistent seller averaging around 300 listings per month (not all sell of course).
Out of nowhere they took down all my listings and are holding hundreds of dollars of net proceeds I am owed.
The initial email asked for tracking info....which was supplied. Then they wanted proof of delivery, which was supplied. Then they asked for proof of ownership/purchase of the items sold. I primarily sell collectibles which are usually around 20-30 years old so I have no way of getting original receipts for those items as they were purchased for my personal collection in the 80's and 90s. Regardless, not even the IRS demands you go back that far for documentation.
No one call tell me why my account was restricted, of why when I give them the information they ask for, they pivot to the next set of information required. Why didn't they ask for it in the first place.
24 years and a 100% rating is obviously not good enough for them.
I am very frustrated as there is no transparency in the process or communication.

Did they say anything about copyright or trademark infringement?

I had an issue in the beginning, My eBay did not have my middle initial and my bank account did so therefor it did not match.
