Didn't get this in eBay but my inbox of emails....
Somehow maybe I am reading it wrong...right now it's 'sellers to respond within 3 days'
but this saids in January it will be '10 days'...now is this 'getting your money sooner'...am I reading this wrong?

@12345jamesstamps double check who sent that email. I'd be willing to bet the reason you got it in your email, but not in eBay is that it didn't come from eBay.
That wording matches exactly an email I received from PayPal about changes to their resolution center and dispute process - and you would see the PayPal logo and multiple places that say PayPal both directly above and below where your screenshot cuts off.
If that's who sent it to you then it won't affect how you or any other eBay seller handles disputes through eBay - that will still go by the process and timeframes stipulated by eBay's policies.

I'm not sure how you didn't know that email is for a completely different company.

I kinda stopped using Paypal so all their emails are in my spam folder. 😂
Especially now that Shopify does the same as eBay and processes Paypal.

I have Pay Pal 'credit' which I can only make purchases on eBay...so it makes sense.
I also have a Pay Pal credit card...but I think it is Pay Pal credit...it is still connected to eBay...I guess I get some extra features in Pay Pal credit than eBay itself.

It makes no sense.
Paypal changing their policies means nothing in relation to eBay.
Paypal changes don't matter to your timeframes even for chargebacks on eBay.
eBay dictates all timeframes since they deal with Paypal, ever since managed payments started.

@12345jamesstamps as I said, I would expect it to be only in your emails since it was sent by PayPal and was about a change PayPal is making to their resolution center and dispute processes...none of which has anything to do with eBay at this point since eBay and PayPal split, so of course it would not be in your eBay messages.
Just to be clear, that email only applies to merchants who directly use PayPal for their processing and thus would be handling any buyer disputes directly through PayPal resolution center, governed by PayPal's policies for their payment processing services.
None of that has any bearing whatsoever on transactions completed through eBay, even if the buyer uses PayPal as their payment method - the eBay terms of service, payment policies, dispute processes etc. all still apply in that scenario and any action sellers need to take will still need to be done through eBay's resolution center governed by eBay's timeframes and terms.
If at some point in the future eBay decides to change their policies/procedures due to changes PayPal has made that might impact eBay transactions where the buyer uses PayPal as the payment method, eBay will have to actually update their terms of service/policies/etc. and notify their users (both buyers and sellers) accordingly at that time.
TLDR: this notice from PayPal to PayPal's users about PayPal's services and policies does not apply to, override or change eBay's payment terms or eBay's own legal and regulatory obligations to provide notice to eBay's users when/if eBay actually changes policies, procedures, timeframes etc. for dispute resolution for eBay transactions.
By not saying in the OP that this was a notice from PayPal, the post was ambiguous and could have caused other community members to think it might apply to their eBay sales when it will not (at least at this time) - so I was just clearing up any confusion. 🙂

There is "Pay Pal credit" which is used for purchases on eBay only....it is not a credit card.
Apparently, the email refers to purchases using Pay Pal credit...has nothing to do with a credit card like Visa or such or even Pay Pal credit card which I have..
The average buyer here does not have Pay Pal credit.
I have like 6 credit cards plus this Pay Pal credit.
Kinda all that stuff you mentioned I already know...LOL. But it could help others in the future.
I know eBay and Pay Pal are not together...I found this email referring to Pay Pal credit and not credit cards used...it was just a simple question as to maybe someone else got it and who it implies to.
The answer is it implies to 'Pay Pal Credit"....no credit cards whatsoever used through the processing.

Why are you creating confusion.
Probably intentional? You left out the PP logo and the mention of Paypal at the bottom in your original picture.
None of this changes anything for SELLERS.
The dispute process would be between the buyer and eBay, however, the timelines for the seller have no impact on this change, as the timelines for the seller are dictated by eBay.

@12345jamesstamps PayPal Credit is not something exclusive to eBay - in fact, when you go on the PayPal Credit page to learn all about it there's even this handy scrolling bar across the bottom showing just some of the "millions of online merchants" where you can pay with PayPal Credit if you qualify, including but of course not limited to, eBay.

So again....just because something might apply to PayPal Credit and PayPal must send out a notice to their users about any changes to the credit offering they provide....that has absolutely nothing to do with how disputes for eBay transactions are handled by eBay.

@12345jamesstamps if your OP was meant to be a question about what that notice was....it would have been helpful to either include the parts of the email that said "PayPal" or at least have mentioned in what you typed that it was an email from PayPal.
Not including that vital piece of information does in fact make the OP confusing/difficult to understand and it also makes it difficult for anyone to actually provide helpful and accurate information about what it was.
If I hadn't recognized the verbiage due to receiving the same email myself, I honestly would have had no clue what you were talking about and would have assumed it was something related to eBay claims/resolution center (since this is an eBay forum) - just something to keep in mind for future posts.
