I recently sold a listing for a friend that’s not familiar with listing items. It was quite an expensive item. A high end dining room set which sold for $7600.00. When I received the payout my blood drained from my face when seeing the fees taken out of the payment. They withheld over $1000.00 for selling the item, and another $969.00 for what I’ve found out is a promoted listing fee which I never agreed to. Apparently there is a button somewhere they said that lists everything as promoted which I would have never done. I can’t even find it when I’m trying to and none of my other listings were promoted. I called rant and demanded I was issued a credit for that fee with no avail. Anybody know anything about rhis or have a similar experience that could guide me through getting my money back for something I don’t feel I agreed to.

There are a few pieces of missing information in your post. Has the buyer actually paid you for this item and have they or are they planning to pickup the item? If you are not familiar with the "local pickup" policy/process make sure you read through the policy and understand how it works.
If the buyer has not paid for or scheduled to pickup the item about the best you can hope for is they either request to cancel or they never pick up the item. I don't do local pickup listings but I am sure there is some time limit as to when the buyer has to pickup the item before the sale is nullified.

If seller cancels for wrong reason, isn't there still the scenario where ebay keeps the fees?

No good deed goes unpunished - as others have stated, I'd be worried more about dealing with IRS over such a large dollar amount for an item that you sold for someone else.🙄

I am thinking since it is over 5 weeks ago, and if you look at the listing, feedback has already been received for the item.....

If it were me I'd contact the buyer ask them if they would be willing to cancel the sale
Then relist it the way the way that you have it set up now with local pickup, do not promote it, and accept cash on pick up.
This is always where managed payments has failed because they still charge the payment processing portion of the Simplified FVF with no consideration for the built in 3% that is not required for a cash transaction.
This is just my opinion your mileage may vary.
That can easily be called fee avoidance.

Since the original price was $9000 and the OP accepted $7000...
Are the fees charged at the original price?

The buyer drove up from Texas to St. Louis to pick it up. I’m not familiar enough with all the ins and outs. I tried to cancel it before the pick up but if I did eBay was still going to charge me the $969.00

You are not alone in this. I have seen many posts lately saying what you are saying - that listers never selected Promoted Listing as an option, yet were charged for it nonetheless. I have seen posts where people have said they have revised their listing and noticed afterwards that it became a promoted listing. I would not back down on this if I were you. Accumulate some similar stories and anything you can find to help yourself - Seek some professional help if necessary.
I recall a situation when ebay suddenly set Bold Listings as default in mid 2000's(?)- Not sure if it was a glitch or a plan - The box was checked for you automatically - You actually had to UNCHECK it if you didnt want it as we noticed when continuing to list throughout the week - But we didn't notice on the first nights worth of listing about 200 auctions - BOLD was .50 cents at the time - Never used them and never would as the items we sold were always in high demand, so we didn't need such things - We didnt notice until a day later our listings were BOLD, and revised those that had it, removing bold off the listings - Come bill time, we noticed nearly $100 in Bold Listing fees - Needless to say we were very upset about it and when we called to get help, the lady refused, saying we should have noticed - We were having none of it and threatened to cancel our high volume account right then and there, thats when we got a "ONE-TIME" courtesy credit. That was the second situation that occurred that allowed us to truly see the company we were dealing with...

Depending on the reason for the cancelation eBay may or may not still charge you fees. I am assuming the $969 was the the PL fee and since I am not familiar with all the PL variations I cannot comment on that aspect. This may be a battle you cannot win with eBay but for that amount of money I would sure give it a try.
Based on monica-sells comment up thread it sounds like everything went well with the pickup and the buyer is happy so some relief there. As others mentioned you will get a 1099-K for the 2024 tax year that will include this transaction since you are in Missouri and they have a state law regarding 1099-K issuance that has a reporting threshold of $1,200.
You will need to figure out how much your friend owes you for the Federal, State and SE income taxes on the net if in fact anything. If you gave your friend the entire net profit from the sale that would in essence equate to your COGS and your net profit on the item would be $0 and you would own no taxes. If the amount you gave your friend was over $1,200 in accordance with your state law you should issue your friend a 1099-K.
If you don't have a way to write off any non-eBay related selling expenses you will have to pay the taxes on the net after the deduction of the eBay selling expenses. Depending on what tax bracket you are in those taxes could be in the 40-50% range of the net. For example the table sold for $7,900 and the eBay selling costs were about $2,000 so with a net of about $5,900 * 40% you will owe $2,360 in taxes.
Conversely if you issue your friend a 1099-K for the $5,900 that is a deduction on your taxes and basically takes your net to $0 so no taxes. Your friend will have to deal with the taxes on their filings.

The final value fee on any purchase is calculated on the total of the item price, the shipping fee and the state sales tax, if applicable. It is NOT charged on the original listing price.
