I had a buyer leave me a positive rating with a rude negative comment.
For the life of me I cannot find where to report this. I know it is not permitted, but this buyer does it to at least 50% of his purchases.
I contacted eBay, and that was a waste of time. The gal didn’t even know what I was talking about.
Am I missing something as there used to be a link. On the appeal feedback link there are only two options, negative or neutral.
It is the principle of the thing. Thanks in advance.

You can not appeal positive feedback, not that long ago this would not be a big deal, it would be buried shortley and no one would ever see it. Nowadays however it could very well be you top feedback displayed to buyers for a very long time because of "relevance" as determined by defective ebay AI

I wouldn't worry too much about it. With the amount of positive feedback you will be receiving the feedback will most likely be hidden from all the others you get especially with automatic feedback.

Sellers are not allowed to leave "positive" with negative comment. Buyers can report a Seller, but EBAY allows Buyers can do pretty much whatever they want.

Count me as another who advises not to worry about it. In fact, (at first) I didn't even see the feedback posted by @dhbookds because there are so many other positive comments and the automated feedbacks.
But one comment I want to make concerns your reply to a neutral for a leaky soap container. That's a legitimate complaint that (IMO) probably would have been a well-earned neg from most buyers.
Instead of an excuse that you taped it (clearly not well enough), you should have told the buyer to return for a full refund or issued a full refund without the return.

@frugalmarketplace you know wrong. It is ONLY not permitted for Sellers to leave this way for Buyers to circumvent the 'no negs to buyers' deal.

It’s like he was forced to make the purchase. I know. What really annoys me is this buyer does the same thing to 50% of the people he buys from. I just blocked him…..

Bear in mind that leaving a positive feedback rating with a negative comment can cause confusion for other members and will therefore be removed.

I think I would leave it alone, I mean one option would be for ebay to change it to a neg so it would match the comment

Many years ago when I did auctions, I had a neutral feedback complaining about price of the item. This buyer made multiple bids that inflated the selling price!

A positive FB with a negative comment when left for a seller does not violate any Ebay policy.
When left for a buyer, it could be very damaging for the seller who left it.

Since it's a positive comment, once it gets replaced by a page of more recent positive feedbacks, it will be seen by literally no one.
I would just block them and move on. Crazy is as crazy does.
