Payment Dispute By Buyer

Hello, I recently had a eBay buyer in Columbia file a payment dispute on a item. I don't ship internationally so I don't know how he was able to purchase the item , but nonetheless, he paid and I was told to ship the item to Illinois for international shipping. eBay says that I am protected in this dispute and that I should wait for the buyers payment institution to make a decision. I am not sure what I should do. The buyers payment institution will most likely side with them and I cannot provide proof of delivery due to eBay international package tracking being awful . I was able to use a 3rd party parcel tracker and it was able to find some information on the package but couldn't confirm delivery. Will I be responsible for paying back the seller, and should if dispute the claim with eBay if they side with they buyer. Will I be charged for challenging the dispute. 

 
 

I am doing research online, but I cannot find any concrete information. I hope that someone can help. Thanks.

Do you have online proof that the item was delivered at the Illinois address? Regardless, just wait for the buyer to open a case. You appear to have done everything correctly & ebay should cover you. If they pen up a credit card dispute & you lose the dispute, then you will have to pay the fee. However, you could always check with ebay to see if they will cover the fee.

 

Just hang tight for now.

Technically, ebay should cover you for a transaction not recognized dispute if tracking shows delivery to the address that was on the payment information. You must enter the tracking number in the dispute.

As this was an ebay international shipping transaction and that program is fairly new, I'm not sure if the dispute system will work as it is supposed to.  You can either wait to see what happens and appeal if you don't win or you can contact customer service now and point out that the item did arrive at the address for ebay international shipping. The best way to contact customer service would be to send a message to either Facebook or Twitter.

I quickly read through EISP T and C; I didn't find anyyhing related to chargebacks or payment disputes.

We need clarification on this.

I contacted the buyer and his response is as followed. 

"hello good afternoon, as you can see, I have not received the article, the customs of my country informed me that this product had arrived without a legal invoice to proceed with the shipment, and without the necessary documentation."

 

I'm not sure what this means for me and why they opened a payment dispute instead of just contacting me. Also, shouldn't eBay be the one filling out the proper customs information if it goes through their International Shipping Program.

You say you shipped to Illinois? Is that the address that showed in the payment for the order and to which ebay instructed you to ship? 

 

If so, you have seller protection. Buyers lose protection when they are shipped to a freight forwarder or another location prior to it going to them.

The tracking you showed doesn't show delivery. It shows that item is arriving late. Is there a more recent scan that shows delivery to the Illinois location? 

 

Since you were doing a domestic shipment (NY to IL), there's no "necessary documentation" that you would have filled out.

Out of curiosity, was your item a pricey item?  Do you see the guy's feedback for other recent purchases?  Were they pricey too?  I wonder if those "did not arrive" too.  

 

You should be protected if it was the Ebay International program.  If they open a case, I would call ebay and tell THEM to refund.

Luckily, the item was not very expensive and was under $50. The buyer also only has a couple of feedback from this year. Thanks for the help!

Did you ship to the address given here on ebay. That is the ONLY address you should have shipped to. That address has to come up on ebay as the address that the user has on their ebay account. If you did a transaction off ebay meaning you shipped this item to a different address that was not on the ebay records you are going to loose ANY dispute a buyer files on here. Now, if you shipped it to the correct address on here to illinois and it is marked as delivered then you will win an item not recieved case becuase if this package ended up in Columbia YOU did not send it there. It would have been shipped by the buyer after the fact or a freight forewarder service in illinois.  You need to tell us what kind of dispute the buyer filed.

I shipped the package to Illinois where I was told to ship the item, but USPS will not show a final delivery message for some reason because it has not made it to the final destination yet. I provided a tracking number below for more details.

One has to wonder how he can claim to his bank that he doesn't "recognise the transaction" when he's told you he is still waiting for the item to arrive and knows it's held at customs?

 

That said, if you shipped to an ebay consolidation center for international forwarding then lack of documentation is on them, not you.

Item not arrived credit card /payment disputes on eBay seem to always be described as ‘doesn’t  recognize transaction’.

I doubt if USPS was the one that sent it to Colombia. You are ONLY responsible to get it to Illinois.  If the item gets lost or is never delivered, Ebay has to refund.   If buyer opens a case, come here for directions on how to proceed.  Do NOT refund yet.

That item has a new tracking number.  Since you, the seller is not responsible, that is why you did not get it.
