Payment Dispute By Buyer

Hello, I recently had a eBay buyer in Columbia file a payment dispute on a item. I don't ship internationally so I don't know how he was able to purchase the item , but nonetheless, he paid and I was told to ship the item to Illinois for international shipping. eBay says that I am protected in this dispute and that I should wait for the buyers payment institution to make a decision. I am not sure what I should do. The buyers payment institution will most likely side with them and I cannot provide proof of delivery due to eBay international package tracking being awful . I was able to use a 3rd party parcel tracker and it was able to find some information on the package but couldn't confirm delivery. Will I be responsible for paying back the seller, and should if dispute the claim with eBay if they side with they buyer. Will I be charged for challenging the dispute.

I am doing research online, but I cannot find any concrete information. I hope that someone can help. Thanks.

Will I be charged for challenging the dispute.

@mlabue

I'll address this... you'll be charged $20 for losing  the dispute.

you ship to the address eBay gives you! Not what the buyer instructs you to do. That is what I make of your post.

you stated 'he paid and I was told to ship the item to Illinois for international shipping'. The only international shipping I know with eBay is in Kentucky.

Who told you to ship to Illinois?

They were able to buy the item because they used a US address when they paid.

Have a great day.

Kentucky shipping is going by the wayside for many sellers. The "GSP" is being replaced, and some seller have been switched over already, but good question about who instructed "ship to Illinois".

You shipped to Illinois?  Did it show delivered to that address in Illinois?   If this was the address on the ebay payment and it shows delivered , you will win the case if tracking shows delivered to the Illinois address. That could be a freight forwarder.

Now if the buyer opened a chargeback, that is another matter.  You could lose.

If the buyer is communicating in Spanish, post the email here and I will translate.

What reason was used for filing the charge back?

Not received?

Transaction not recognized?

Damaged in transit?

Not as Described?

No, eBay now has an international consolidation center in Elk Grove Village, IL, near O'Hare Airport, which passes on eBay shipments to either DHL or Asendia for the international leg of the journey. I know of at least one other out west near LA (I think), and there are probably others as well.

The Erlanger, KY location was Pitney Bowes' facility, but I don't know if they're involved in eBay international shipments anymore. Someone else may know for sure.

The buyer claims that he does not recognize the transaction. I have contacted him via eBay messaging to see if this is the correct reason and am awaiting a response.

The buyer claims that he does not recognize the transaction and has most likely contacted his Payment provider. The tracking through USPS for the Original label shows that it made it to Illinois but not much more is provided other than that.

You should be covered if you shipped to the address on the order with tracking* (if you lose the dispute ebay will reimburse your loss. This is all spelled out in the link I provided above.)

https://www.ebay.com/help/selling/getting-paid/handling-payment-disputes?id=4799

* sig. confirmation needed for orders over $750.

There is no point contacting the buyer, on a credit card claim once it starts even the buyer can't retract the claim because you are not dealing directly with the buyer but rather their credit card company and third-hand at that.

It's possible to win a "not recognized" charge back if you have tracking which shows delivery to the address the buyer provided.

Study these pages:

How to respond to the claim:

https://www.ebay.com/help/handling-payment-disputes/selling/handling-payment-disputes?id=4799

What is required to be eligible for Seller Protection:

https://www.ebay.com/help/policies/payment-dispute-seller-protections/payment-dispute-seller-protect...

Since you do not have tracking showing delivery you are almost certainly going to lose the claim and be charged an additional $20 for the pleasure.

You may want to read the T&C for Ebay Internatiinal Shipping Program (EISP), but, I believe you're covered.  I'll paste the link to EISP Terms and Conditions:
