Recently made an offer on item and next thing I know, item being shipped. Ebay paid through paypal without my knowledge. Wasn't ready to pay yet and they wouldn't let me cancel saying it had been shipped. Knew better because i seen it at 6:00 AM next day. Seller was good enough to refund. He thought it was a weird deal too. Whats up with that? Second time its happened.

If you ever previously filled out a payment option when making an offer, ebay retains that info for any future offers.

You cannot walk into a store, find something you like and say "put it aside and I'll come back and pay for it when I'm good and ready." They'd tell you to come back when you're ready to pay. So, yes, you are wasting the seller's time. If you wanted the item and agreed on the price, what's the problem? Your's is an unusual point of view.

EBay gave in to auctioneers who were upset that many if not most of their winning bidders did not pay.
The new auto-pay system then was applied to sellers without telling them.
If you have payment information with eBay assume they will use it.
Personally I think it is a stupid idea.
If the auctioneer is making their customer wait seven days to learn if they have won, why don't they allow the customer four days to pay?
Common courtesy.
Anyway.
Why would you make an offer if you were not interested in buying at that price?

Your seller obviously hasn't stayed up to date to the changes if they issued a refund.

Have you seen this screen before? Have you ever filled it out? It is what is displayed when a seller retains the Buyer Payment Requirement that requires you to select a payment source in order to make an offer (computer view). If you fill it out, make an offer that is accepted, you will be automatically billed.
Typically, it was displayed each time you wanted to make an offer to the same seller and was your "clue" that you would be auto-billed, your payment options would be limited, and the opportunity to combine multiple items for one invoice/shipping price would be removed. Many buyers did not make the connection as to the consequences of their compliance, and many sellers still don't know that they have the requirement set to YES.
In the meantime, since December, eBay was doing something else and the auto billing for offers was not being used in favor of a different process. In this process, if you made an offer and the seller accepted, you would not get notice (or auto-billed). Instead the transaction on the seller's side would be renamed YOU SENT AN OFFER, and the buyer would see YOU HAVE AN OFFER.
Since this (not)lovely experience happened to you yesterday, it appears eBay is reverting to the auto-billing. Hopefully, sellers can still opt out if they wish. The new seller update that mentions only "seller generated offers" that will require immediate payment is a non-opt out (forced) procedure.

eBay now has an option for instant payment. When you make an offer or purchase your first asked about how your going to pay. That includes consent. Then if the offer is accepted or you make the purchase, it's paid for right away.
Those offers are binding agreements to purchase. More than just an offer.

And Poshmark, for example, is exactly the same. Once the seller accepts the sale is considered complete.
