Please help me understand this...
I ship a CD to Brazil, Overseas Shipment never arrives, buyer puts in claim, ebay rules in favor of the buyer?!
So now i lose the CD AND i had to refund the buyer for the CD & shipping charge?!!
How is that fair?
Not that it matters, but the buyer had a feedback rating of ZERO (0) and my feedback rating is currently 9,641 with 100% Feedback!
Now to be fair, the tracking # shows that the package is still in transit from January. I've contacted the USPS, but they can't do anything about it.
So, what options do i have? Can Paypal get my payment back? Any other ebay options that I can use?

Seems fair to me if the item was shipped in January and is still "in transit". Personally, I rarely ship overseas as the risk with the high postage charges is just not worth the reward. On the other hand, you seem to have the volume to handle a one time loss so I would recommend to just let it go and move forward.

I looked at 2 of your current listings and both state you do not ship to Brazil. Did you just add that, or did you make an exception when you shipped to the buyer in question?
Some countries have problems with their postal system and/or customs, which is why I do not ship to those countries.

Basically, none. No proof of delivery, and you will be refunding.

eBay had no choice because you the seller were not able to prove that item had been delivered to your buyer.

Your buyer has been very patient and I know that two of the worst COVID 19 effected countries are USA and Brazil.
Your comment regarding USPS is noted and this must be because you selected a postal service that does not compensate the sender if items are delayed or lost in transit.
Pay pal and eBay can not help you as they have no control over the buyer or his finances.
Only option you have is to message your buyer and advise him that he has been refunded in full and delay in delivery occurred due to COVID 19 and sooner or later his item will be delivered to him and on receipt if he can kindly advise you and arrange to pay you for the item and postage which will be much appreciated.
Hope is that he agrees .

OP, it seems you do not understand the basic fundamentals of selling on ebay, the rules of which you accepted by selling here.
Please take some time to thoroughly read BOTH of these articles: selling policies https://www.ebay.com/help/policies/selling-policies/selling-policies?id=4214 and the BUYER Money Back Guarantee https://pages.ebay.com/ebay-money-back-guarantee/
Once you read those you will understand that it is YOUR responsibility as the seller that the item arrives to the buyer in the condition specified in your listing AND in a timely fashion. Yes that's right. Even though the postal service can often lag and take long, it is still YOUR responsibility, and if it does not arrive when it is supposed to the buyer can open a case and get their money back.
Additionally, with the money back guarantee, a buyer can open INAD (item not as described case), and even if they are fibbing about the reason, they can force you to accept a return even if you have a 'no return' policy. As others have said here, 'no returns' does not mean 'no refunds'.
Again I highly encourage you read the above links I posted here as ebay does strictly adhere to the regulations within.

I'm not going to comment on your battle with Ebay, but as a seller of over 20 years in here, here's some advice:
Do NOT sell/ship goods to South America any more. Nothing ever arrives. There are thieves everywhere.
Block South America in your preferences.

I wouldn't ship to South America unless using eBay's Global Shipping Program. South America has too many problems with mail theft.

There are really enough challenges here in the USA getting shipments delivered on time by USPS. I could not imagine shipping to S. A. and hoping that goes well.

Is this the first INR claim you have had on ebay? Since you are definitely not new to selling, I'm sure you know how it works so you must be very lucky indeed.
