No more return funds on holds?

I've currently got two pending returns, neither have the funds on hold like usually done.  Of course one return is bogus I lost money on paying to ship back because the zero feedback buyer can't be bothered to press two buttons I sent instructions on how to reset and claims it doesn't work and won't even acknowledge attempts at resetting it, even though it passes all it's own self test.  The other is a cpu they ordered the wrong socket for and after they discovered they have to pay return shipping for remorse returns, no longer responds to messages or takes action on the return so it's probably going to be open for months.  

  Am I to expect what everyone seems to be experiencing where they ask for a credit card to return the funds even though I'm on managed payments and they pull funds at will?  Why not put funds for either on hold with a separate notification like all the others?

tyler@ebay  velvet@ebay  is there another test going on or has there been a change in how eBay handles holds for returns/claims?

If so, what would be the criteria looked at - TRS status, sales volume, lower than average returns/claims within a certain timeframe, good Service Metrics....all of the above, none of the above, something else?

There has clearly been a change for at least some sellers in how the process is working regarding funds being held on returns and claims.

If it's not a test, can you please get with the appropriate teams and get some more information for us about what scenarios and/or seller criteria would make the difference between having funds held or not?

I can link you to this post about funds holds @valueaddedresource and let you know that there are different factors we're looking at when deciding to place the hold. As for your request for specific criteria, it's considered proprietary, so I won't be able to go into details with you here.

They gave the info I've shared as a general guideline for dispute/claim holds and wanted to impress the fact that everything is done in an effort to keep our members safe.

Based on that, the funds for my SNAD should have been held. I guess we all need to operate under the assumption that our funds will be held ... unless we meet the hidden-by-security-measures criteria to qualify for a hold-free situation.

If it becomes a regular situation where my funds aren't held then I can live with not knowing the criteria.

Kat, I think we can make an educated guess at some of the criteria eBay might take into consideration:

• A seller with consistent sales and payouts every week.
• A seller that's never missed a billing payment with the old system, or never had a lack of funds in their bank to cover fees with the new system.
• TRS?
• Value of transaction. Lower $ = less likely to result in a hold.
• Maybe hobby vs business seller?
• Seller performance metrics and the % of claims that seller sees.

Stuff like that.

When was your last hold @fern*wood? I didn't see a change until the first week of November and others saw a change several months ago. This could be one of those phased roll out things where they gradually bring in more accounts to be eligible for a hold-free situation.

The hold on my remorse return (opened October 21) was put on hold immediately, and was released as soon as the item was returned and I approved the refund (on November 1)... so I'm still confused, but still expect holds to occur. Right??

This is what I meant by those who are still getting a hold, not liking the answer.

The "criteria" should be transparent and the same for everyone.

Just adds a layer of distrust, confusion.....no need for that.

So this is interesting. Two payment disputes filed this week and funds weren't held on either. Both disputes qualify for seller protections so maybe that's part of the criteria being looked at in this instance.
