Trying to understand why eBay would not remove a neg feedback. Feedback statement from customer, "They didn't send what I was expecting" This item was a gift basket, (5 sold with positive feedback) The description included each item along with pictures. The size of the basket was included as well.
The response from eBay was, We’ve looked carefully at this feedback and see that it doesn’t qualify for removal.
What does that means? What are the disqualifying factors? Did anyone actually look at the add or just sent me a form letter? Along with the non-removal I was informed that since I am a top rated seller, the one Neg feedback will not change that factor. What does that have to do with the price of eggs? 1. If there's something wrong with my presentation of the gift basket, then what is it that I need to do? 2. Now of course I can not get anyone on the phone.

NEVER put anything in the photo(s) that isn't included in the offering. Many people don't read the description, and it will save you a lot of headaches!

You can appeal the initial decision.
Call eBay. Be firm and explain to them what happened. Ask to appeal it. The representative will them send an email to their feedback specialists with the details. You should receive an email from them within a few days.
I had to do this for a negative I received because the buyer wanted to return clothing that "didn't fit as expected" when I provided measurements. It took a few days and a couple phone calls and emails but they finally agreed to remove it.

Its what ebay considers an "opinion" and they won't remove them, been there, all you can do is leave a positive reply and block them.

I don't see anything wrong with your items, photos, description, or presentation.
I also don't see anything in photo anyone would have expected that was not included, - - - was there?
I would suggest putting your drape over the booster shown, but I don't see why they'd want it or even think they'll get some random plastic drawer/box.
I would politely ask them "please help me out here, could you clarify what you were expecting? Thanks! that'd be so helpful."
(maybe the feedback was for another seller?)

If it's any consolation, speaking as a buyer, I wouldn't hesitate to buy from you. One vaguely worded negative would not bother me one whit. I would just assume the person was "one of those" buyers.
Feedback has to be fairly egregious to be removed, like profanity, or mentioning the outcome of a case, or demanding something that wasn't in the listing (which may be an angle to pursue), or threatening to leave negative feedback in a eBay message in order to leverage some benefit.
Negative comments that are just "a buyer's opinion" do not usually qualify for removal.

They did not remove it because eBay has no idea whether you sent what the buyer was expecting.
All that your photos prove is that you have photos of a gift basket. They do not prove that the gift basket is what you mailed to the customer.
The fact that you claim a feedback is not accurate does not qualify it for removal. If a buyer chooses to lie in feedback, there is nothing eBay will do about it because eBay has no idea who is telling the truth.

I wouldn't worry about it. Just give back a pleasant reply. Your feedback says different than what one neg. says. Can't make everybody happy 100% of the time.
My sister would love that basket and I do believe that I may buy one of yours for her. ❤️

@abasketfullandmore - If you want to be a successful seller online than you need to learn not to take FB personally. Really it was just their opinion and it was very tame in comparison. I would have gladly purchased from you with that comment. It wasn't directed at your personally, this is business only.
Personally I'm not wild about your comment back, that would give me pause as it makes you seem like the type of person who has to have the last word in, but that's only my opinion. See how it works? Best of luck to you....

Customer can say anything they want (Freedom of Speech). Nobody really pays attention to online reviews anyway.

There's no accounting for really stupid people and that includes eBay. However there were 5 purchases for this listing and your other customers were happy. I understand that when you don't sell much that one negative can hurt so I would keep trying to get that negative removed.

Your listing says 10 items, but the picture shows more than 10 items. Did you send everything that was included in the basket that was in the picture?

My guess it was a size issue. Who really knows what they expected for sure, but they may have looked at your photos and thought they were looking at full size bottles without reading they were only 2 oz versions.

Just going out on a limb here trying to get the buyer's reasoning. Your pictures look like that is an awesome basket full of goodies that look normal size. Visualizing by the sizes you mention of the basket and goodies, the picture seams 2x larger than the actual item thus the buyer did not receive what they where expecting.
