I figure my money is gone either way but there may be a small chance.
Listing sold over a month ago. Yesterday out of the blue I get a message claiming the item he purchased was not as described, namely that it was not a Ford script part and did not come in the packaging shown in the listing photos. He attached a photo of some stuff I've never seen before - a generic part similar to what was sold in the listing and not at all what I sent. Seems like a pretty cut and dried Ebay enabled return scam.
He also started an INAD and left negative feedback. He said this was an international sale, and his profile says he's located in Brazil, but the address I shipped to was in California. I know that seller protections go away if an item is reshipped, like if a buyer uses a reshipper. Turns out after googling the address I discovered it's an international freight forwarder.
I've never had to deal with something like this. The Ebay for Business FB page is defunct I guess. Is there a better number than just general customer service? Or should I just escalate the dispute?

Ebay says they void their MBG when the item is reshipped, but they don't usually stick with it.
If the buyer admits it was reshipped to another country, you might have a small chance.
Right now, accept the return and provide a shipping label.
The buyer will have to pay to have it shipped back to the freight forwarder.

They have to file the case in 30 days from delivery. Cases filed after that you can choose to reject. However, if they paid by credit card, they have 6 months to a year to file a charge back. Also having the item reshipped voids the eBay return policy.
Please post the message eBay sent to you before you do ANYTHING. Remove their name and user id.

You could reach out to eBay on Facebook.

It was a 'freight forward' from California to Brazil purchase...quite normal.
Buyer has to return item back to you...but if you do a return shipping label it will only go back to the California address if I believe correctly.
It won't return to you.
Buyer has to return item to you for the refund.
You already got the feedback so the only thing to worry about is getting a 'ding' for not doing a refund.
You can do a return label which won't probably be used by buyer....buyer mentioned it was an International Purchase so that sounds like he won't go out of his way to return it.
You can request a buyer feedback 'revision' to buyer for maybe offering a refund...if the timeframe hasn't run out for a buyer's revision.
I just don't see buyer returning anything since feedback was already given.

Thank you for the response. My understanding is that it's 30 business days. He submitted his claim on day 27.

This is the message from the buyer:
"The part sent does not have the Ford logo and is different from the photo in the ad, it does not have the Ford logo and did not come in the packaging in the photo."
The text from the return page:
"The buyer reported an issue with the item. You can choose how you’d like to respond to their request.
While you don't need to accept the return, we recommend responding to the buyer's request. We'll update the buyer as soon as you respond.

'What you can do'...sounds like a plan.
But I doubt the buyer returns anything...buyers only want a refund and don't want to reship anything.
I have been to Brazil many times and it's a pain to ship items...not one of my countries to visit again.
It would be a pain in the butt to ship an item from Brazil to California.
'Send the buyer a return label'...I think if buyer doesn't use it you don't get charged...and buyer doesn't get the refund...but others here might have some advice as well.

That item was available to Brazil through the eIS program, and direct shipping through First Class International USPS shipping. Sort of odd that it would be purchased via a "freight forwarder".

I accepted the return and then provided a return label with the reshipper address as the send from address.
Not expecting to get the package back, but they certainly gave him plenty of time to ship it (3 weeks)

@baantiques
If the address was that of a Freight Forwarder, you do have recourse. Unfortunately, eBay treats these like any other domestic sale UNLESS THE SELLER SPEAKS UP. If this is a freight forwarder address, the case would have been dismissed BEFORE you had to send the return label. Now you have to look for the "phony return scam".
If a freight forwarder was used, you may wish to contact eBay via one of their social media portals NOW, before this situation gets worse.
https://www.facebook.com/eBay/ (use the blue message button)
OR direct message thourh one of these:
https://www.instagram.com/ebayforsellers/
Explain that a buyer who used a Freight Forwarder has filed a fake not as described return when they are not covered my the Money Back Guarantee, and ask for their assistance.
While you are waiting, you can read some of these. The newest begin at the bottom of the list. Many of these sellers did not realize that a F.Forwarder was used, sent the label, with a return sent to another address in the seller's Zip Code.

The buyer closed the return after I uploaded a return label with the forwarder as the origin.
I'll try calling customer service to get the negative removed if they don't do so automatically. If not I'll just respond to it. It's not like negatives really mean that much anway.
