Okay, so I got my first negative for a package being late. It took an extra day to ship as it was left in a car, but, if I go to print a label, it said "Your buyer is expecting to receive this order by Monday, October 29, 2018", it was delivered October 29, 2018. So technically it was on time. My seller level did not penalize me for late delivery, or late tracking upload. So would I have a case to get this removed? Or do you think eBay, would agree with the buyer?
I gave the buyer an explanation and offered to give the item to them for free. But they refused and wished I had warned them about the delay. Normally if a package is urgent, I get a message asking me to ship sooner, but this person did not ask, so I did not worry.

If the feedback specifically says that item was late and your tracking shows on time you can get it removed.
Might take a couple of calls but you can get it done.

Sometimes you just can't win, when someone has their mind made up, even though they are wrong. I used to think that being logical and presenting facts would convince others, but I learned that nothing can induce someone whose mind is made up to change it.
As they say, you are entitled to your own opinion but not your own facts. However...
I wonder if there was some discrepancy between what the buyer saw in the estimated delivery time frame and what you saw. I've been seeing a discrepancy there, but sometimes while tracking may show later than the original projection, it can catch up along the way.
Hope you get this removed.

You have no control over the USPS once it leaves your hands, and for time sensitive items, buyers should order well in advance of the need, knowing that things can go wrong through no fault of the seller.

A buyer who still complains and leaves negative feedback, even though you successfully fulfilled your end of the transaction ... is a buyer I would definitely consider adding to your Blocked Buyer List.
No sale is worth the headache caused by someone you already know has unrealistic expectations.
