I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

Why wasn't the fees deducted from what the buyer's paid you when they purchased stuff from you?

Is there a hyperlink in the message (within your ebay messages) that says something to the effect of "click to pay?"

Please post the message here so we can see it.

I would login to eBay and check any messages there. Don't click on any email links just because they say they are from eBay, check on eBay.

You've sold several high dollar items fairly recently. Would this be the final value fee for those, or one of them?

being cautious here...ebay does not send notices
they will contact you through their message system.....
as pointed out...do not click any hyperlink in any dubious "notices"
if you are being charged the detail would be in your seller hub transactions

just a guess...it might be a shipping surcharge

I don't think you need to contact eBay to pay them. I think you just need to add a funding source to your account, and make a payment.

Those high dollar sale all had a 10% share for a charitable donation. Looking at the value (hard to be sure since they were all Best Offer accepted sales) the $439 amount would be just about right for the charitable portion.
You can probably find the payment information on these pages:
