in a return request
I received an empty envelope
from the postman hands he check and confirm envelope is empty he stamp the seal of RECEIVED WITHOUT CONTENTS what can i do??

Frustrating, isn't it?
A few years back we paid to ship back a 17 lb item on a bogus return, the scammer sent an envelope with some cut-up coupons in it.
eBay directed us to visit our local police station and get a police report. We did that. eBay refunded the scammer on their own dime.
We were still out the cost of the 17 lb return label.

That's a tough one. If it was marked as received without contents by the postal service, then technically it is not received, and you should not have to do a refund.
Maybe contact the eBay for Business group on Facebook.

I have been curious about that too. I sent a return label to a Zero (0) Feedback Buyer who claimed fraudently that the item was missing parts, which was impossible unless the item was broken apart. So why can a buyer claim that a shipment was empty and receive their money back; however, a seller cannot do the same when the return package is empty?

A seller can only refund 50% (if TRS etc.); but I know sometimes that doesn't help. Do the police report as mentioned and contact ebay on facebook.

If the buyer received a package stamped by the Post Office as "received without contents" that means the package broke open somewhere in transit. It wasn't packaged well enough. The buyer should get a full refund.
