Please check post about this "empty box" return case here:
eBay just gave buyer refund after seeing "document from law enforcement". So rediculous.
There is a "send appeal" link on the case's detail page. But after I click that link it leads to
where I cannot find any way to actually file an appeal.

Update: I called eBay's customer service and they reversed the refund to buyer. Hope that's the final decision.
Actually eBay's custmer service is the best ones I've ever seen. Yes eBay's policy sucks by over protecting buyer, but their customer service peopel are willing to help as much as they can.

I would say "you got lucky". Did they ever give YOU a copy of the said "police report" initially used against you? Maybe somebody checked and figured out is FAKE. Did you ship this to a freight forwarder?
It would be helpful as to why the the decision to take your funds was reversed, i.e. what action did you take? evidence you supplied? etc. Typically, 'calling eBay' has been very unproductive for a seller in these circumstances. That information would be helpful for the next victim of this.

Please keep an eye on your refunding process in the following week. I have seen quite a few cases that the promise from customer support by phone is inconsistent with the follow-up email, i.e. most probably the backend team block the refund, and sellers need more work to get the refund processed.
In the meantime, please report the buyer to eBay, buyer's local police department, US postal inspection, IC3, FTC.
If the buyer is using freight forwarding address, please also contact the owner of that address to see if they can shut down the buyer's account, sometimes they will ship the item back to you if they still have it.

I wouldn't get to excited yet.
You might get an email in a couple days saying they are staying with their original decision and you won't be getting refunded.
Sometimes CS will tell you what you want to hear, just to get you off the phone.
