Yes, in that situation they can leave feedback. The neutral I have right now was from someone I filed an UPI case on...but I would still do it since I heard nothing from them. Maybe they didn't appreciate the stern message. I've not personally seen what is in the message, but in other ebay correspondences that I have seen, I've not been impressed with the verbiage used.
I'm not going to cancel, though, unless I receive a clearly worded request.
