You don't know he's not going to pay until AFTER he bids.

You no longer have to setup your account to open unpaid item cases. EBay now does that for you.

eBay is automatically cancelling the transaction on the 5th day if the buyer doesn't pay.

(Note: you're not cancelling a bid at that point, you're cancelling the transaction. I think some responders got confused by your mention of a bid.)
