How Does Promoted Listings Advanced Work?

So I set it up using eBay's "streamlined" way and include all my listings and their bid settings ranging as high as $3.00 per click. 1,100 keywords I'm bidding on with 6 billion people in the world tapping and clicking on my listing, and then when they view my $3 clicked item, eBay will show them all of the other seller's Promoted Listings Standard sponsored listings. Do I understand this correctly? Please correct me, please! This is like an arcade game that won't let you win, or even advance to the next level. You just keep getting squashed. GAME OVER!

Well first off your numbers are a bit inflated.  Ebay doesn't even have anywhere close to 1 billion buyers.

Speaking for myself only.  When I'm trying to understand something I start with the Policy page.  I read it a few times if needed, then I'll come and ask questions if I need to.

This tool IMHO is designed for Large sellers.  I would certainly find it very expensive as a small seller.
