So I set it up using eBay's "streamlined" way and include all my listings and their bid settings ranging as high as $3.00 per click. 1,100 keywords I'm bidding on with 6 billion people in the world tapping and clicking on my listing, and then when they view my $3 clicked item, eBay will show them all of the other seller's Promoted Listings Standard sponsored listings. Do I understand this correctly? Please correct me, please! This is like an arcade game that won't let you win, or even advance to the next level. You just keep getting squashed. GAME OVER!

Sure they will. eBay has do display that stuff someplace. If you are paying $3 per click, then each time someone clicks on your page, you pay a $3 fee. I do think you can set a 'daily limit' though so you are not necessarily paying $300 for ten clicks on a $12.95 item that doesn't sell. Yours will be on other people's pages though, too, at least until your budget is reached.

Pay per click is fairly common. And it's not a bad idea if it gets people that are interested in what you sell.. TO....YOUR website from a search engine.
However, eBay's pay per click is not a good idea because it's not getting them in to SOLELY YOUR anything.

eBay promoted listing advanced does not work. The only thing it guarranties is that you will be paying eBay money with no sales to show for it.
They have basically rigged the search algorithms to pic out all the keywords that people are paying for to guaranty revenue for eBay but that ignored the actual search query and intent if the buyer... So you listing is shown to someone that had no intention of buying it. You lose/the buyer loses because they were not shown a relevant result/eBay wins because they just made money for doing nothing.
Imagine you have a Lionel train for sale.... You choose the word Lionel for PLA at 10 cents..... Everyone who searched for a Lionel Richie album gets shown your listing! They want music, not a train set so they are irritated and move on. But you just paid eBay for then to show your listing to the wrong person....... It adds up fast until you hit your daily max. But you will never get that money back.
Early on this was such a huge problem that eBay was actually paying sellers the fees back because it was such a disaster.

So if someone clicks on your "Promoted Listings Advanced" item , do the obligatory & endless other seller's Promoted Listings also show up?
If that's the case, why in the world would someone use it?

Because there are plenty of people that believe eBay when they say something is good for you. Sort of like when they tell newbies to start an auction at 99 cents.

Have you actually read (and re-read) the Help Pages on PL Advanced?
It explains exactly how it works. If you are still unsure then Google pay-per-click as this is perhaps the most common promotion method used on the interwebs. There are of course differences with how PPC works from site to site but the basics are all very similar.
Most people who respond with "it doesn't work" are those that have never used it or don't understand how it works and under what situations it would be advisable to use.

Warren Buffett once said that he makes it a practice not to invest in anything he doesn't really understand. I find that wise. I don't really have a handle on how PLA works, so I haven't/won't experiment with it. Sorry, that's not much help, but it just seems to be too easy to lose money if you don't know what you're doing, since it's PPC.

Yes. And some sellers get a little help from ebay and 99% of the items seen on their page will be theirs and sometimes all will be their items. I've got the screen shots to prove it.

Actually, if eBay is getting $3 a pop for a click (without a budget of course) I would imagine that they are going to stick it on any/all listings they can....LOL....a buyer just might click on a velcro listing if it is presented in "shoes" or "vases" just to see why it is shown there. Voila!
