Does anyone know what this means. Have sold items before through global shipping and have never seen this. Do I need to do anything. Does the buyer. If so, what?
"Shipment hold due to incomplete customs clearance document provided by customer, will be arranged when receive complete information."
This message has been there for about a week.

I wouldn't worry about it.
As long as it got to ebay's US hub, you're covered.
After that any problems are handled by ebay.

Doesn't look like you are in EIS, or the $800 purse or $200+ 'other kit' went EIS? If this is correct, are YOU shipping items directly to 'out of country' people?

As @stainlessenginecovers has pointed out, it does not appear that you have signed up for eBay International Shipping (EIS).
If you are still using the old eBay Global Shipping Program, then there is a problem with the customs form which you filled out. If so, you will need to follow-up with U. S. Customs (or USPS) before the shipment can continue.
What shipping service did you use?

Not sure which item you are referencing but if it is the following it looks like this went through EIS. I checked using the UK as a shipping destination. For some countries the EIS program will collect the VAT and/or customs fees in advance but not all of them.
What was the address you shipped to? What country is your buyer located in? If this went through EIS and there are issues they will/should be addressed by the EIS program.

i checked my account and i am enrolled (automatically) in the ebay global/international shipping. i was only responsible to ship to the hub, but it seems like some action is needed for the item to process, so my question is *who* needs to do something, but i think the answer is the ebay program and not me. for reference, the item sold was the "Solti Strauss" box set.

It appears that item did go through EIS. You would be correct that it is eBay/EIS that needs to fix the problem however EIS may not be aware that there is an issue I am not sure how that notification works. You may want to reach out to your buyer and provide them the text of the message you received. If it is past the expected delivery date the buyer may want to open an INR to nudge EIS into addressing the problem.

The customer should have been contacted by their country's customs, or else the eBay hub would be, but you don't need to worry about it if it was sold via EIS, which I can confirm was offered on that listing. The customer, if they don't receive the item, will be able to open an Item Not Received case, which eBay will take care of for you (you won't even have the option to do anything in the case, usually, unless somehow eBay doesn't register that it was received at their hub already, which I've had happen only a time or two). If that doesn't happen, you can reach out to eBay CS and they'll close the case for you with the refund (assuming one is sent) coming from their pocket, not yours. They're good about these types of situations from what I've found.
