eBay should let people who DON'T have a store and have taken advantage of a listing sale that just happened, SUSPEND their listings until we are able to complete orders.
Come on eBay have a heart!

Listing sale? Like, the free insertion fees? That's like $15. That's the least of my concerns.

This is going to be an active hurricane season.
The east coast is on alert waiting for Irma.
And I believe another one if forming.
I doubt ebay could do this for everyone.
That is why if Irma is predicted anywhere near the NE, I am taking my listing down.

seems to me if you want the benefits of owning a store, you should subscribe to one. Stay safe, this is a bad weather season for many. Just end your listings, nothing to worry about.

Yeah... I don't think that's going to happen. lol "I don't pay for a store, but I want the perks of a store when I want them, but I still don't want to pay... I just want the perk given For Free."
In thinking over your choices here, it seems like you can simply end your listings, to be safe, extend your handling time by quite a few days to cover being down for awhile, or... possibly open a Basic Store, which will pop your listings into the store immediately, and then you can put your store on vacation mode and be safe while you wait out the storm. You don't even have to subscribe to that store for a year if you don't want to. $25 per month buys a store on a month-to-month basis, so you can cancel if you don't want to keep the store going, but you get a lot of other perks for that $25 plus a ton of 'free' listings comes with it. I think stores are more than worth it!

Well vacation settings is one of the Selling Points for ebay stores.
Some will sign up for a store, just to put them on hold.
But I digress, the loss of free listings.... well...
Think of what it would take, from a manpower stand point. ( and CS in Manila )
Every seller would have to make a phone call to CS.
Tell an ESL CS where you live, and provide a link to local news of the flood.
I just called the gas co, to check my bill.
The "American Girl" said I could pay at the IGA store in "Carpender Ville"
The closest IGA is 100 miles away... oops.
The thing with weather events is that most are local, and you never know where they will hit.
10 + years ago we got hit with 100 mph winds, lost power for a week.
It made all of 15 seconds on national news
Bummer to eat up the free listings, But I see no way around it... sorry.
I dropped my store in the spring, I miss the free listings.
But I got a real job, and the 50 free is all I can do.

Ok - so what about people who are not in the hurricane zone but are trying to ship to the hurricane zone? Should eBay suspend everybody's handling time in the US as well?

Good point, last week I had a sale to the Texas coast... Google help me.
I have no clue if the town is open.

Yes, you ship within your stated handling time. The USPS will hold packages/mail back safely at the final sort center before the hurricane zone where delivery can't be made yet.
One problem I see from incidents like this is... displaced persons who no longer HAVE a home to live in and receive their mail at.
I expect a lot of packages will be coming back to sellers....

You sound like a lady I used to live near. She moved up here from Florida with her husband. Said she'd experienced several *bad* hurricanes down there. The first truly BIG NASTY STORM we had here with tons of rain and huge winds blowing so hard that buildings were damaged and trees down or huge limbs torn off, power out, etc. she said that was pretty much exactly like she'd escaped down there. She sure wasn't expecting to have to go through it up here. Mother Nature can really hit you hard, but that's true no matter where you live.

I spoke to an ebay rep. He said a vacation hold does NOT prevent late shipments. You still have to ship within your handling time. BUT, if you're affected by the hurricane, they will take care of any defects you get because of it.
