Ebay is flooded by Chinese scams. Why is this allowed?

There are page after page with a product called

New Electromagnetic Molecular Interference Antifreeze Snow Removal Instrument

They claim that they use advanced technology to remove snow from your car. You just put it inside the car and the snow melts away. In reality, most of them are Chinese air fresheners and some are just red lights. Why on Earth are they allowed to be sold on Ebay?

With over 1.5 billion listings, only bots scan listings. If people would stop buying from these scammers, it would shut them down. But that will never happen.

     Or buy from them and open NAD claims and see how long they can absorb the return shipping cost or loss of the item.
