I got a sale it was a pretty high ticket item, but they haven't paid yet. Buyer has 0 feedback (Flag 1), is in Russia (2), and sent me a message saying, Dear (first name), please tell me how much I owe you. Russia is not listed as one of the countries that I ship to. Should I cancel the sale?

You can cancel using the problem with buyers address option. He probably was going to send you a fake PP invoice that he paid. ..and be sure to block him too.make sure you have countries you dont ship to in your sellers preferences in My Ebay. Yes the buyer gets the sellers name on the Ebay invoice they receive.

Many buyers who are registered overseas do have US addresses. Some use relatives or formal forwarding services to send their packages purchased from sellers who only ship to the US. Those buyers can pay just as if they lived here; there is no need for any formal invoicing or communication. If you want to reply to this buyer, just politely tell them to click on the "Pay now" button.
Once in a while a scammer asks for your PayPal email and then sends a fake payment message. So don't send that information, if you're asked for it.

You might also consider putting immediate payment required on your fixed price listings......... that could eliminate some problems......won't work on a best offer...but a straight sale will requirement payment with shipping address according to your requirements before the item is actually sold.

yes I figured..that 'how much do I owe you' sounds like typical scam talk..he wants to know so he can send you a fake PP invoice that he paid...even if wanted to use a forwarding service, I wouldnt ship to Russia..

The buyer isn’t necessarily trying to scam you as the majority of you listings do show shipping to Russia through the global shipping program. I would tell them that the program won’t ship that item to Russia so you are unable to ship there and as others suggested, you can cancel the transaction using problem with address.
To prevent this from happening again, you can can block buyers that you don’t ship to from being able to see or buy your listings in buyer requirements. Check off ‘block buyers in locations to which I don’t ship’.

Keep in mind that the Global Shipping Program is a freight forwarding program .
The big difference is that sellers opt in to the GSP, while buyers set up contracts with other freight forwarders themselves.
In both cases, the seller's responsibility for delivery ends on the forwarder's/ GSP doorstep.
I agree that the OP should use eBay to send another invoice (eBay already sent one) with a polite note about only shipping to US addresses.
If the buyer can't supply a US address (Whether it's Auntie Olga in Staten Island or a freight forwarder in Seattle), the seller can Cancel as Problem with Address.
If it's a US address on the Paypal payment, ship there and no where else.

The buyer has asked for an invoice for shipping to Russia which is not on the ship to list so ebay has not sent the buyer an invoice and the seller can't send an invoice unless they want to ship to Russia on their own which isn't advised for an item this expensive.
