My current highest bidder on an auction has Ukraine as their location on their profile. And they have past-month feedback, so they've obviously been allowed to buy in that time. Now I realize there may have been ways for Ukrainians (and Russians for that matter) to buy all along, but with this one's having their actual account profile stating they're in Ukraine ..... does that mean Ebay has unblocked all Ukrainian accounts?
Oooo I sure hope so. Wonderful buyers, or always were for me anyway (Russians too). My sales took a serious measurable hit when they all got blocked.

The county stated on the seller's account on the FB page is the country in which the seller set their account up in. But that doesn't mean that is where they are going to have the item shipped to. They may have it shipped to another country or even in the US to a freight forwarder.
I'm sure this is not news to you, so I'm unsure as to why the question.

I had someone with a ID from Ukraine who won an auction. It got paid by someone in Israel with an address in Israel. But person in Ukraine asked if I would ship it to Ukraine instead of Israel. This was a little back ago. Although Ukraine is open for mail one is taking a chance on a big delay going to Ukraine. And someone using another address and mailing it to Ukraine from a person who paid for it in Israel wouldn't be a wise thing to do.
The fact that it was an auction for 7 days plus waiting for payment was like a wasted time for that auction.

Of course I know all that. But the term being used here in the forums was "accounts" not "shipping addresses."

Don't know about buyers, but Ukrainian sellers are not blocked. I collect old Soviet film camera equipment, and I've bought from Ukrainian sellers consistently. Shipping is a little slow, weeks not months.
Russia is blocked.

When I look at my own listing [I am in EIS], Ukraine is not blocked.

There were posts about it here in the Community forums. Ebay blocked all Russian and Ukranian Ebay accounts when the war started.

Well I'm not upset either. You seem to be having a lot of trouble understanding this post. It's okay if you don't know the answer to the question, or whether your own items are eligible to Ukrainian buyers, no need to get upset.
